DEED is seeking qualified candidates to fill two positions for the Office of Contracts and Grants unit. These positions assist with management of the grant and professional-technical (P/T) contracting operation within DEED in accordance with Minnesota Statutes and applicable Federal Laws. These positions also provide policy direction to the department’s management, and specific granting instruction and assistance to the indirect and direct grant and contracting personnel at DEED relating State laws, the Department of Administration’s Office Grant Management and P/T policies, Minnesota Management and Budget (MMB) and budget encumbrance mandates, and DEED internal policies and procedures.

These positions require extensive knowledge of complex granting, and P/T contracting laws, policies and guidelines outlined by multiple governing bodies for contractual and agreements involving all types of grants and all other contracts assigned. These positions play a vital role for DEED grant and contract coordination, performing contract reviews, providing lead work activities for the unit, and establishing agency policies and procedures.

This position will be open on a continuous basis until posted end date or until all positions are filled and this posting may be used to fill multiple positions.

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Grant Coordinator;

Three (3) years* of grant and contract management experience involving evaluating, administering, accounting for, training and/or monitoring of grant/grants proposals, grant agreements, or grant recipients for a grant-making organization.

OR

Professional-technical Contract Coordinator;

Three (3) years* of professional-technical contract experience evaluating, administering, and accounting for contracts.

*Bachelor’s degree in Law, Business, Accounting, Finance or other closely related fields as determined by the agency can substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

Organizational skills to manage, track, and report expenses, financial transactions, and invoices using Microsoft Office Suite including Outlook, Word, and Excel.

Contracts or project management experience.

Knowledge of federal and state laws, rules, regulations, policies and procedures with the ability to interpret and communicate those to grant recipients.

Communication skills to make concise presentations before public and private groups.

Knowledge or experience writing policies and procedures.

Preferred Qualifications

State and federal grant and contract management experience.

Bachelor’s degree or higher in Law, Business, Accounting, Finance or other closely related field as determined by the agency.

Experience in Statewide accounting systems (SWIFT and OBIEE) or similar software.

Knowledge of state budget, federal funding, and procurement procedures.
