Starting salary for the Specialist is between $72,100 and $98,716 annually; pay schedule-range: 07-33. Starting salary for Consultant/Admin is between $80,600 and $111,820 annually; pay schedule-range: 07-32. Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of appointment. A 12-month original probationary period will be required.

Where We're Located: ETF is located just off of University and Sheboygan Avenues, at 4822 Madison Yards Way, within close proximity toHilldale Shopping Center, several restaurants, and convenientbus access.

Position Summary: As a business analyst, you'll be a liaison between technical and business stakeholders, coordinating and leading the business analysis efforts for enterprise projects, including soliciting and documenting business requirements, documenting current and future-state workflows, facilitating process improvements, and partnering with technical staff to create system documentation relating to workflow process, data source to target mappings, and detailed procedures resulting from implemented initiatives prior to deployment.

This position will partner with business users to analyze current business processes and identify changes in business processes or technical systems that will improve our ability to meet member and customer needs and/or improve operating efficiency, so we can keep the focus on our members. You'll work directly with business leads and subject matter experts from various ETF program areas to understand their business structure, policies, systems, and operations and translate that insight into tangible solutions that achieve ETF strategic goals and initiatives. You will play a key role in improving the services and systems our employees use to manage the benefit programs that are critical for our 600,000+ members. You'll use your highly developed interpersonal skills to effectively facilitate workgroup sessions, communicate ideas and solutions to stakeholders, and liaise with vendors and business users/stakeholders to ensure a positive outcome to meet pre-defined and agreed-upon requirements. A senior Business Analyst will also develop and standardize the business analyst methodologies, templates, and processes used within ETF, mentor other business analysts, and provide leadership and coordination across projects within a program.

Qualifications: AMinimally Qualifiedcandidate at both levels will have the following:

  • Experience with business analysis of large, complex implementation projects, including creating project documentation, gathering and documenting business requirements/user stories, and documenting and analyzing current and future state workflows

  • Experience with management of quality control efforts for technology implementation projects

  • Strong interpersonal and communication skills

  • Experience with business process management, including analysis, process improvements, process design, metrics, and change management related to process improvements

Highly Qualified Business Analystcandidates andMinimally Qualified Senior Business Analystcandidates will also have the following:

  • Experience with vendor and stakeholder management

  • Experience acting as a liaison between management, business units, and IT to ensure mutual understanding.

  • Experience performing business analysis in a program with multiple projects or a large, complex project with multiple workstreams

  • Ability to develop a deep understanding of IT systems and their relationships with a business

AHighly Qualified Senior Business Analystcandidate will have experience successfully developing an understanding of an IT system and its relationship with the business, functionality, and how it fits within the technical architecture
