This position is located in the Chief Information Officer Organization of the Federal Deposit Insurance Corporation and provides support in the areas of enterprise architect management.

Responsibilities
  • Ensures an enterprise approach is taken in defining architecture and relevant IT strategies that enables the CIO Organization (CIOO) to become more agile, innovative, and responsive to business needs.
  • Identifies material gaps between the current and target architecture, and works collectively with management and staff to develop plans and investment cases designed to accelerate transition to target architecture state and simplify the technology landscape.
  • Supports the integration of architectures (IT and security) into a holistic view of the enterprise target architecture.
  • Contributes to defining the core set of enterprise digital platforms to be used in transformation of the IT portfolio to modernize and integrate solutions that are responsive to meeting business needs and objectives.
  • Leads development of strategies and transformation plans, collaborating cross-functionally, to introduce, establish, and use new/ innovative enterprise digital platforms to ensure IT capabilities are responsive to business needs as well as supportable.
  • Leads integrated project teams (IPTs) to analyze business and technology trends and strategies to ensure enterprise architecture remains relevant to business needs strategic initiatives; and address material gaps in the target architecture.
  • Prepares and presents briefings to senior leadership on issues and communicates functional and technical requirements, issues, and problems to both technical and non-technical personnel in ways that are appropriate to the audience.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Qualifications Required:

Applicants must have one year of specialized experience at the CG/GS 14 grade level developing and implementing an enterprise architecture for programs that resulted in the modernization or consolidation of platforms, systems, or applications across an agency or organization.

There is no substitution of education for the experience for this position.

You will be evaluated for this job based on how well you meet the qualifications above.

If you are found qualified, you will be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. These category assignments are a measure of the degree in which your background and responses to the assessment questions match the competencies/knowledge, skills, and abilities (KSAs) listed below. Within these categories, candidates eligible for veterans’ preference will receive selection priority over non-veterans.

  1. Knowledge of enterprise architecture principles, practices, and techniques including lean /agile enterprise architecture and the ability to apply these techniques to achieve actionable results.

  2. Knowledge of current and emerging technologies and how other enterprises are employing them to drive digital business, and how they may be applied to the organization to drive digital business and transformation.

  3. Skill in using a variety of analytical techniques to conduct strategic analysis including things such as scenario planning, SWOT, affinity analysis, strategy maps, cost-benefit and ROI analysis, lean, Six Sigma, etc.

  4. Ability to influence and negotiate in an environment where resources are not in direct control of this role.

  5. Ability to articulate and discuss topics with business staff and management in a manner that creates a common understanding and buy-in towards a direction.
