The Manager, Project Services is responsible for developing and implementing project services policies, processes and procedures for infrastructure projects, to ensure that VFPA major capital projects are delivered with effective project control management practices. The manager is responsible for leading the project services team through all phases of the infrastructure project management cycle, with particular focus on planning and scheduling, cost, risk, quality, contract and document management. Additionally, the position provides guidance to directors or managers and provides input to strategic decisions that affect the functional area of responsibility. Working within a diverse and interconnected matrix delivery model, and in close collaboration with the project delivery manager, they ensure that robust project control services are appropriately resourced and implemented in alignment to best industry practices.

What youdo:

  • Develop and implementplanning and scheduling best practice governance, processes and procedures,tailored to the unique needs of each capital project.

  • Lead assignedscheduling support on projects to support delivery project objectives (e.g.completion occurs on schedule and within budget).

  • Develop andimplement scheduling and reporting resources to administer, document, andmaintain change requests throughout project execution.

  • Expedite resource,planning and execution issues to the appropriate level for timely resolution.

  • Play thelead role in VFPA’s infrastructure capital planning and project costforecasting activities. Accountablefor the development, implementation, and maintenance of cost estimating andcost control processes, procedures, and systemsacross infrastructure capital projects.

  • Managebudgeting, forecasting, tracking, analysis and reporting protocols for allproject related costs (using earned value & other methodologies, whererelevant) and work collaboratively with the infrastructure division to ensure ateam approach to effective cost management.

  • Controlproject costs through proactively managing contract changes and ensuring thatchanges to the baseline are conducted through auditable control processes.

  • Lead allreporting to external parties related to cost management and recoveries, whererelevant (e.g. Transport Canada-funded projects, etc.)

  • Develop,implement and continuously improve contract administration policies, processesand procedures to enable effective delivery of infrastructure projects.

  • Overseeproject teams on organizational contract development, the execution ofcontracts and necessary contract administration activities. Monitor thedevelopment of contracts to ensure effective transition of activities fromprocurement to contracts administration.

  • Overseecontractual performance to ensure compliance with terms and to identifyconflicts or changes requiring resolution at contract renewal. Monitor theexecution of major contracts to ensure contract related risks are eliminated ormitigated.

  • Ensure thatcontract-related issues are resolved optimally, both internally and externally

  • Ensureeffective contract change management practices are in place, includingmanagement of change orders, change directives etc.

  • Supportproject leads in project/contract claim evaluations and management of contractchange.

  • Identify, lead, developand implement risk assessment and mitigation measures.

  • Implementindustry best practices, to develop project cost contingency and escalationamounts and adjust these amounts as the project advances and project riskseither materialize or not.

  • Developstrategies to mitigate risks and ensure that contingencies are factored intothe cost estimation process, contract management, or other aspects ofinfrastructure project services.

  • Develop and implement quality management capability that is appropriateto the scale and nature of the infrastructure capital project and conforms torelevant VFPA quality management system, standards, policies, or frameworks, asapplicable.

  • Oversees quality audits, inspections, and reviews to identify qualityissues and non-conformances, working with the relevant project teamto implement corrective actions.

  • Facilitatethe establishment of a Quality Management Plan (QMP) for relevantinfrastructure projects (including all relevant processes, procedures andtools).

  • Manage and implement document management practices, services andsystems for all relevant infrastructure capital projects. This may include butnot limited to, planning, development, deployment, operation and continuousimprovement of standards and systems related to document management and controlfor infrastructure projects.

  • For projects under active construction, lead the oversight andmanagement of the port authority’s “Procore” document management tool, toensure timely management of construction submittals and quality documentcontrol services.

What you bring:

  • Abachelor’s degree in business administration, engineering, or forestry.

  • Minimum of5 years of project control services experience at a senior level, or anacceptable combination of education and experience.

  • A breadthof experience overseeing all aspects of project control services (e.g. cost,scheduling, contract management) and experience working within the full lifecycle of complex, multi-stakeholder capital infrastructure projects of at least$200 million, preferably working in industrial sector such as oil and gas,mining, transportation, power generation, or forestry.

  • Leadershipexperience in designing, implementing, and monitoring project services policies, processes and procedures for majorinfrastructure or capital projects in accordance with effective project controlmanagement practices. Preferencegiven to candidates with balanced experience in all project control servicesincluding planning and scheduling, cost, risk, quality, contract and documentmanagement.

  • Professional Engineer designation and PMP Certificationwould be considered assets.

Workingenvironment: Normal office conditions with occasional construction site visits. A valid BC driver’s license and regular access to a personal vehicle to travel to remote locations.
