Purpose

Responsible for developing the enterprise-wide data management and first line governance strategies and defining and implementing the operating model across Scotiabank business lines and corporate functions. Leading a Data team and working closely with internal partners, the Vice President & Chief Data Officer, Corporate Functions, Data Policy and Regulations will define, implement, and monitor compliance against industry leading data practices and data management capabilities, in alignment with enterprise strategic priorities, business line priorities and regulatory requirements.

Accountabilities

  1. Develops and implements enterprise-wide data management and first line governance strategies, including:
  • Defining medium and long-term data strategy and operational framework needed to unlock the value of data through advanced analytics and digitization

  • Investing in data capabilities required to meet increasing regulatory demands and enterprise, business and regulatory priorities.

  • Establishing priorities in alignment with business and control functions; coordinating investments and operating budgets for data management to ensure enterprise focus.

  • Effectively working with key stakeholders at the OpCo level, and producers and consumers of data at the executive level, to ensure alignment and commitment to data governance policies, priorities, practices and operating model.

  • Collaborating with Enterprise partners to develop the Bank’s overall data governance and management capabilities, influencing decisions relating to policy, practices, supporting technology, and talent development.

  • Defining the Bank’s data acquisition strategic priorities and customer data policies.

  • Communicating the strategic value of data, its important role as a business asset and revenue driver to executives, regulators, employees, partners and customers.

  • Identifying strategic revenue opportunities.

  • Partners closely with business’s IT leadership responsible for data analytics, custodianship, and infrastructure ensuring alignment with the Data and Analytics department avoiding conflicting activities, and availing the most efficient data analytics insights across the business

  • Champions and supports strategic data initiatives that strengthens Scotiabank’s global data and advanced analytic capabilities

  • Evangelize and communicate a data vision as a critical part of the growth strategy

  • Define and establish the Data Governance forums and process

  • Define and implement the Data Management processes and tools

  • Establish Data Quality measurements and issue management capabilities and provide appropriate measures to executive management to establish KPIs for the data program

  • Align the priorities of the Data Governance program to key business and regulatory priorities and obtain agreement at the executive level.

  1. Define and facilitate the implementation of the organizational structures and operating models needed to support the objectives of the data program, including:
  • First line data governance structures at the enterprise level and in subsidiaries.

  • Facilitating and governing the establishment of mature data domains and their business ownership via essential data management roles (i.e. Data Stewards).

  • Leading and driving a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.

  • Defines the data architecture, and works with Technology partners to implement ensuring a unified view across the organization.

  • Developing and implementing metrics needed to monitor/report on data management progress.

  • Enhancing analytics and data delivery capabilities.

  • Partner with the businesses and the Head of Analytics to identify opportunities for business and customer enablement

  1. Implement data governance capabilities in compliance with data policies and standards, and benchmark against industry leading data governance practices and data management capabilities, including:
  • Ensuring data governance and management capabilities are implemented in accordance with all enterprise policies and controls.

  • Evaluating opportunities to evolve customer/privacy data governance, policies and practices.

  • Within the Bank’s overall operating and risk management framework, establishes and oversees procedures and standards of execution for data to ensure compliance, ongoing business value and mitigation of business risks at the highest level of security including:

  • Directs day-to-day activities in a manner consistent with the Bank’s risk culture and the relevant risk appetite statement and limits. Communicates the Bank’s risk culture and risk appetite statement throughout their teams.

  • Ensuring effective management and, where necessary, mitigation of material risk exposures, in particular those that exceed or have the potential to exceed the approved risk appetite and/or risk appetite limits.

  • Providing leadership in communicating risk appetite so as to help embed appropriate risk taking into the Bank’s risk culture.

  • Escalating breaches in risk appetite and material risk exposure in a timely manner

  • Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

  • Builds a high performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team.

Experience / Education

  • Experience in Data Management positions

  • Demonstrated knowledge of data management practices (critical data elements, data dictionaries, data architecture, data quality, etc.)

  • Thorough knowledge of cutting-edge data management tools, industry advances, etc.

  • Knowledge of the Global Banking and Market business

  • Demonstrated information management and quantitative skills, including working knowledge of IT infrastructure, various technologies/platforms, and aligned vendor solutions with enterprise strategic priorities.

  • Understanding of organizational design and the ability to shape and drive large-scale, cross-functional programs around people, technology, processes, and tools.

  • Demonstrated ability to balance long-term strategy with quick wins.

  • Demonstrated ability for strategic influencing and education of cross-functional stakeholders about the strategic importance and value of data governance.

  • Experience managing large teams and delivering results.

  • Minimum qualifications:

  • Knowledge of US financial regulatory environment is preferred

  • +10 years of experience in capital markets is preferred

  • Graduate degree or equivalent.

  • 5-10 years of Data Governance or Management related experience (e.g. Data Quality, Metadata, Issue Management, Reference Data, Data Provisioning, etc.)
