Reporting to the Manager Engineering Surveys, the Supervisor Geodetic Surveys is responsible for the operation of a Geodetic Survey Services team to ensure the efficient use of human, physical and financial resources on various geodetic and engineering survey projects, as well as compliance with legislated standards. Specifically, this position serves as the subject matter expert in Geodetic Surveys.

Major Responsibilities:

  • Responsible for the maintenance and extension of the Horizontal and Vertical Control Network (HVCN), its physical assets (benchmarks, horizontal control points and Global Navigation Satellite Systems (GNSS) base stations) and its processing environment (HVCN application, database records and reports and database output)

  • Monitors HVCN quality and degradation of the physical assets, develops the maintenance budgets and ensures appropriate recoveries are made from the Municipal and private agencies responsible for the network degradation.

  • Performs user needs analysis, develops and implements specifications for field operations, data processing and data base updating for both HVCN maintenance GNSS data collection projects.

  • Responsible for the purchasing, installation, maintenance, operation and configuration of GNSS base stations within the City.

  • Prepares contracts for consultants, for the maintenance and extension of the HVCN and for GNSS data collection projects.

  • Provides expertise in GNSS and field data collection to Client Divisions by enabling clients to perform data collection through the provision of consulting services, technical support and loans of GNSS equipment. Performs data collection in support of various projects for clients.

  • Manages budget and contracts for control survey work, in regard to the maintenance and extension of the control network.

  • Responsible for the review, quality control and processing of data from consultants and outside agencies for HVCN and GNSS projects

  • Provides consulting, testing and implements new technologies for control surveys and field data collection.

  • Liases with the Province, private sector partners and educational institutions to facilitate the exchange of HVCN and GNSS information.

  • Responsible for the distribution of HVCN survey data to customers

  • Responsible for the translation of spatial data between datums and coordinates systems to conform to Municipal, Provincial, and other industry standards.

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning, and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances, and recommends disciplinary action when necessary.

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

  • Maintains current knowledge of industry standards, equipment, technology, and trends.

  • Ensures that work performed by contractors meets City Engineering Survey Geodetic Survey standards and requirements by providing quality control.

  • Supervises georeferencing as well as deformation surveys, underground traversing, hydrographic soundings, and other specific purpose spatial data collection in support of Engineering Support Services and Capital Works Programs.

  • Supervises the use of field and office electronic data, workflow optimization, business process review, service rationalization and office automation systems as well as distribution and effective use of vehicles, survey computers, CAD systems, safety equipment and communication equipment.

  • Represents the Division/Cluster/Corporation at a variety of meetings with clients, stakeholders, and service providers.

  • Maintains and disseminates all associated records in accordance with City policy, standards, and legislated requirements.

  • Ensures excellent customer service is provided to both internal and external clients.

  • Required to travel to various sites within the GTA on a regular basis.

Key Qualifications:

  1. Post-secondary education in Geomatics/Geodesy/Engineering Surveys, or the equivalent combination of education and experience.

  2. Extensive experience in the Engineering Survey field and office procedures such as control, GNSS and monitoring survey operations including field data capture methods, downloading and processing.

  3. Considerable experience in the integration of field and office electronic survey systems such as GNSS, and Total Stations, standards, hardware and software, high precision surveys, related adjustments, CADD and coordinate geometry.

  4. Considerable experience using project management and tracking software including Microsoft Excel and Access and ability to organize project information in spreadsheets, databases and Gantt charts.

  5. Experience with GNSS for static, real time kinematic, differential applications and active controls and baseline processing and 2D & 3D least squares adjustment packages.

  6. Experience creating and using geospatial databases and data integration tools.

  7. Experience supervising and/or providing work direction to staff.

Also Must Have:

  • Knowledge of relevant legislation, regulations, codes, collective agreements, Employment Standards Act, Human Rights Act, Occupational Health & Safety Act, and Workplace Hazardous Materials Information System, etc.

  • Good analytical, technical, interpersonal, problem solving, and conflict resolution skills.

  • Ability to train, motivate, lead and evaluate performance of staff.

  • Ability to build long-term working relationships with colleagues and clients.

  • Ability to effectively communicate both verbally and in writing at a management level.

  • Ability to exercise independent judgment and discretion in dealing with confidential personnel matters.

  • Ability to assist in the development of program budgets.

  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.

  • Must be able to work irregular hours during peak construction periods.

  • Member of the Association of Ontario Land Surveyors, Association of Professional Engineers of Ontario, ACSTTO or OACETT would be considered an asset.

  • Knowledge of database applications such as Oracle and Microsoft Access including queries and ad hoc reporting.

  • Familiarity with government legislation in the area of occupational health and safety.

  • Must possess and be able to maintain a valid Province of Ontario, Class "G" Driver's License and the ability to acquire and maintain a City Equipment Operator's License.
