Major Responsibilities : To provide supervision in the activities of the development and performance of monitoring programs for landfill sites within the Solid Waste Management Services Division, Transfer Stations and Landfill Operations

  • Supervises, motivates and trains assigned field staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others

  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations

  • Supervises the activities of technical staff in the monitoring of groundwater, surface water, leachate, landfill gas, ambient air and clay liner instrumentation at 160 closed landfill sites, including Keele Valley, Brock West, and Beare Road landfills. Supervises the monitoring, operation/maintenance of the purge well systems at Keele Valley/Brock West Landfills

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements

  • Assists capital projects team for technical input for specifications, tender documents, purchase orders for material supplies, contractors and consultants and reviews; provides input for recommendations for the selection

  • Assists in the preparation/review of consultants’ annual report on water, landfill gas and clay liner performance monitoring; addresses recommendations and ensures they are in compliance with Ministry of Environment, Conservation and Parks guidelines and Environmental Compliance Approvals requirements

  • Ensures that staff perform within the guidelines associated to the Provincial/Municipal legislation and SWMS Senior Management

  • Responds to inquiries/complaints from senior staff, project stake holders, union staff and the public and takes appropriate action to resolve unsatisfactory situations

  • Monitors practices of private contractors for proper service delivery

  • Represents SWMS at community meetings as required

  • Provides staff with safe and healthy work environment through the development/implementation of health and safety policies and accident investigations

  • Liaises with laboratory staff and outside laboratories, to ensure sample analyses are carried out appropriately; compiling data for submission to regulatory agencies/various consultants

  • Liaises with Corporate Labour Relations staff in preparation of arbitration cases

  • Conducts research of technical data, maintains knowledge of technological developments in the environmental field; attends meeting with consultants and regulatory agencies and provides input on various environmental issues dealing with landfill monitoring matters

  • Provides input/direction for hiring process for technologists of various levels for the landfill monitoring program

Key Qualifications:

  1. Extensive experience in the monitoring and sampling of landfills, including groundwater, surface water, and leachate; landfill gas sampling and landfill operations. 2. Experience in the operation and maintenance of landfill gas and odour control systems,(active and/or passive systems) leachate control and purge well systems.

  2. Experience in reviewing various technical reports, ie, (annual site monitoring reports, gas monitoring reports).

  3. Experience hiring for environmental technologists; interviewing, testing, etc.

  4. Experience training, supervising and instructing field staff in landfill monitoring and control system operation and maintenance.

  5. Must possess a current Ontario Class 'G' Driver's License or better and the ability to obtain a City driver's permit.

  6. Knowledge of landfill systems, hydrology, hydrogeology and environmental chemistry as related to landfills.

  7. Knowledge of environmental compliance approval requirements for landfills.

  8. Knowledge of departmental regulations and requirements with respect to purchasing and dealing with suppliers.

  9. Knowledge of the Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour legislation.

  10. Excellent communication and interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization.

  11. Ability to keep records and prepare written reports.

  12. Ability to travel to various locations in a timely and efficient manner.

  13. Proficiency in various competencies that include human relations skills, customer service, negotiation and conflict resolution skills.

  14. Ability to motivate, co-ordinate and lead staff and contracted services.

  15. Proficient in the use of a computer, and standard office software, including Microsoft Office applications
