The Transportation Services Division’s Operation and Maintenance Contract Development, Delivery, and Inspections Unit (CCDI) is seeking an experienced Senior Engineer/Senior Project Manager to join the team. In this role, you will prepare scopes of work, contract documents, and develop specifications and cost estimates for both operational and capital projects. You will also oversee the contract administration for critical city contracts that ensure the maintenance of Toronto’s public right-of-way, including streets, bikeways, and sidewalks. You will not only support the delivery of essential road operations services, but also support a larger on-going review of the Division’s service delivery approach.

This is an exciting time to join the Operations and Maintenance Section , which is leading the transformation of Toronto’s road operations. The Section’s major initiatives include multi-modal winter maintenance, road, sidewalk, and bikeway repairs, capital construction contract development, delivery, inspection, complaint resolution, and the installation and maintenance of signage and pavement markings. The CCDI unit is at the forefront of delivering operating and capital programs with a strong focus on cost efficiency, sustainability, equity, and multi-modal transportation solutions.

Major Responsibilities:

As the Senior Engineer/Senior Project Manager, you will report directly to the Manager of the Contract Development, Delivery Area 1 (Toronto, East York and Scarborough) and you’ll provide project management, contract administration, technical expertise in the planning, construction and operations of transportation infrastructure. You'll also oversee, review and direct the work of staff in preparing bid packages and delivering awarded contracts.

This leadership position includes responsibility for ongoing or annual road maintenance programs, engineering proposals, winter maintenance programs, and new initiatives, as well as ensuring compliance within guidelines and budget.

You’ll lead a multi-disciplinary project team, and supervise or direct other professional engineers, technical and administrative personnel, while ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.

You’ll not only ensure that project expenditures are controlled and maintained within approved budget limitations, but also participate in preparing capital and operational budgets, and deal with complex cost-sharing arrangements for the construction of municipal infrastructure. You'll also be expected to be able to read, interpret and report back on technical documents, drawings and specification in a timely manner.

An effective communicator, you’ll represent the Division/Department at meetings with the public, stakeholders and councillors, and act as a technical specialist on the Department’s behalf at project and organizational meetings with other City divisions, administrators, contractors and other external service providers, and in court proceedings.

Key Qualifications:

Your application for the role of Senior Business and Systems Analyst should describe your qualifications as they relate to:

  1. Post-secondary education in transportation planning, civil engineering, construction or project management with relevant experience or the equivalent combination of education and/or experience.

  2. Extensive experience in contract development and delivering large operations and construction contracts from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests. This includesdeveloping Requests for Proposals includingcost estimates and technical specifications. Considerable experience engaging

  3. Considerable experience in writing and presenting executive-level reports and proposals, and establishing working relationships with multiple stakeholders such as councilors, the public, consultants, government agencies, suppliers and contractors.

  4. Considerable experience analyzing existing programs and new initiatives and making recommendations to management on policies, processes, and procedures.

  5. A valid Province of Ontario Class "G" Driver's Licence (or the ability to obtain one) and the ability to travel frequently between various work locations and project sites across the City.

The candidate should also have:

  1. Ability to deliver on demanding assignments requiring critical judgement, analytical thinking, and problem-solving with creativity would be asset.

  2. Ability to effectively represent the Division and to maintain relations and work with community and interest groups, the general public, elected officials, internal and external clients and consultants.

  3. Ability to use with AutoCAD, Microstation, SketchUp, and/or ArcGIS or QGIS would be considered an asset.

  4. Leadership skills with demonstrated supervisory competencies including the ability to coach, hold accountable, mentor, engage and motivate staff.

  5. Ability to be on standby, work nights and or weekends as required and drive in inclement weather.

  6. Knowledge of legislation including the Occupational Health and Safety Act, the Construction Act and the Employment Standards Act as they relate to construction projects in addition to the City's Procurement and Financial Policies.

Note: To be eligible for the Senior Engineer role, registration with Professional Engineers Ontario (PEO), or licensing as a professional engineer in good standing in another Canadian province or jurisdiction with the ability to obtain a P.Eng. licence with PEO.
