Reporting to the Director, Urban Forestry Operations, the Senior Project Manager will manage a diverse range of City-wide initiatives for the Parks, Forestry and Recreation division. Coordinate and provide strategic support for urban forestry from a cohesive divisional perspective. The Senior Project Manager will also manage a group of professional staff who provide oversight over the delivery of services and related initiatives, managing high priority projects in a complex municipal environment.

Urban Forestry Operations manages aspects tree maintenance from pruning, stumping and removals, managing our by-products, contract development, delivery, inspection, and resolution of complaints, to ensure the cost effective and environmentally friendly delivery of services.

In this role, the Senior Project Manager, will lead, manage, and undertake various strategic and operational projects, activities and assignmentsto support the section with respect to the developments of programs, policies, processes and procedures and reports for existing services and new initiates within the division.

Major Responsibilities:

  • Provides leadership and direction to projects related to tree maintenance operations of Parks, Forestry and Recreation spaces, working through implementation and options, project risks and issues, resolving conflicts and mediating disagreements.

  • Manages, hires, motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others. Schedules, assigns and reviews work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary. Supervises various unionized section staff in a project management context.

  • Reviews, evaluates and recommends the overall scheduling of assignedprojects.

  • Plans, organizes, administers, monitors and coordinates various consulting assignments related to business strategies, including scope development, tendering, project management, report review andapproval.

  • Plans, prioritizes and manages internal and external resources in a timely and cost efficient manner to meet Council objectives for capital program delivery.

  • Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities; recommends and coordinates innovative corporate solutions using sound professional judgement, conflict resolution and negotiation skills to successfully manage sensitive and controversialmatters.

  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.

  • Manages a team responsible for the preparation, issuance and award ofvariousmaintenance contracts and related documents.

  • Leads the development of standardized methodologies and procedures for various activities overseen by the section.

  • Ensures compliance with the Ontario Occupational Health and Safety Act, the Construction Act and all other related provincial regulations and corporate and divisional safety standards and procedures.

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.

  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.

  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

  • Provides strategic policy advice, day-to-day operational support and professional judgement on complex and contentious issues for the General Manager and seniormanagement.

  • Develops business cases, and ensures that the project expenditures are controlled and maintained within approved budget limitations.

  • Prepares staff reports and correspondence for a variety of audiences and makes presentations to senior division staff, elected officials and the public; considers implementation challenges and financial implications to the City.

  • Develops responses to information and action requests from members of Council including preparing Council reports and briefing materials, as required.

  • Collects, analyzes and summarizes data from various sources to support program and policy recommendations for the section.

  • Oversees external consultant assignments and projects, including proposal evaluation, vendor selection, legal agreements and ongoing contract management with selected vendors.

  • Works effectively and independently with City Councillors, staff and all City divisions, citizen groups, businesses, residents, property owners and other stakeholders, as required, on behalf of the City in order to achieve and implement the program and policy objectives.

  • Develops briefing notes and reports for presentation relating to the delivery of the program, and associated issues to senior management, standing committees, partners, and Council for strategic decision making; prepares and submits correspondence to the Manager, Director, General Manager, various Council Committees and Board of Management.

  • Establishes program goals and objectives, develops project control procedures and quality assurance measures and mechanisms for the project. Develops and implements approaches to measure and report performance for services provided, including the development of KPIs.

  • Participates in the design, implementation and utilization of performance measures for the branch.

  • Research industry standards and development to ensure use of best practices and that legislative requirements are met.

  • Provides research and analysis assistance for the Manager and feasible options for recommendation on the delivery of services and provides reports for senior management, Council, staff and members of the public. Reviews, directs and responds to correspondence.

  • Facilitates city-wide contract management for various services and products including but not limited to RFQ/RFP, valuations of bids, recommend of vendor, contract monitoring, communication with vendor, renewals, and problem solving with staff. Develops, prepares and negotiates agreements with suppliers, contractors, other divisions, partner organizations, and user groups.

  • Ensures the quality of work and service meets corporate and divisional standards and employees are trained to perform work in compliance with legislative regulations.

  • Manages assigned projects providing focused and proactive strategic direction.

  • Cultivates effective working relations with stakeholders. Collaborates and integrates efforts with other city wide projects and initiatives.

  • Provides support for on-going strategic planning and development of city-wide service direction, functional standards, policies and procedures, in consultation with other City divisions, government agencies and community stakeholders.

  • Monitors scheduling, assigning and reviewing of work and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary. Authorizes and controls vacation and overtime requests.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in planning, project management or with relevant experience or a discipline pertinent to the job function and/or equivalent combination of education and experience.

  2. Extensive experience in project management / leadership role, delivering projects, activities and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.

  3. Considerable experience analyzing existing programs and new initiatives and making recommendations to management on policies, processes, and procedures.

  4. Extensive management experience gained through progressively more responsible positions that include the functions and administration of program management, planning, policy and standards development and service delivery.

  5. Ability to effectively represent the Division and to maintain relations and work with community and interest groups, the general public, elected officials, internal and external clients and consultants.

  6. Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, with elected officials and the public.

  7. Knowledge of various legislation related to the field, including the Occupational Health and Safety Act.

  8. Highly developed human relations, communication, negotiation, analytical and conflict resolutionskills.

  9. Ability to operate as a fully accountable program leader and as a member of a management team and self-directed work teams.

  10. Ability to establish and achieve short and long term goals, including the ability to work within ambitious timelines and budgets.
