Reporting to the Manager, Business Transformation & Change Management, you will lead a team to deliverthe City’s core HR reporting & analytics service that support internal clients in our People & Equity Division, as well as clients across the organization.

With your client-centred leadership style, you’ll be a relationship builder and use your consulting experience to help the team and your clients to navigate the complex HR analytics needs of a large organization like the City. You will also be the technical“go to”subject matter expert in the area of HR data and analytics, providing advice on what data to use, how to manipulate / transform it in order to make the best use of HR information to inform decisions, program and policy development, and effective workforce planning.

With the fast pace of change in the HR data and analytics space you’ll also bring a creative mindset to how the team delivers our services and takes on challenges. You’ll lead the team to understand and unpack data and analytics issues and new business requirements, and to identify the best ways to respond to them; you’ll also guide and mentor your team as we work to adopt new tools for analytics and visualization, for data transformation, and as we modernize our service model to best meet the City’s needs.

Major Responsibilties:

  • Provides day to day supervision and work direction to a team of HR analytics professionals; including coaching and guidance around consulting and analytics practices

  • Supports team members to navigate complex questions and issues

  • Leads consultations with clients to help better understand their needs / requirements and to recommend data that helps them tell their story or answer their questions

  • Analyzes HR data to identify meaningful insights; demonstrates lateral thinking to help the team explore potential causes or effects of trends / patterns observed

  • Oversees the team’s request intake process including prioritizing and assigning new requests, and monitoring work to ensure it remains on track

  • Leads development of the team’s annual work plan; as well as continuous monitoring to ensure the team is delivering on priorities, while also being adaptable to new opportunities

  • Oversees projects as assigned, including leading or co-leading work packages

  • Leads the team to develop, standardize, and document methodology for how to transform data to make it useful for analytics; including to combine data from different HR systems

  • Leads to the team to create and maintain knowledge articles to support team member onboarding, issues resolution, and consistency in customer experience

  • Work with technical teams to manage / sustain current Business Intelligence tools, to create business requirements, to develop user stories / test cases, and to conduct testing (UAT)

  • Ensures the appropriate and confidential use of HR information, taking steps to protect employee-level data and sensitive requests

  • Fosters and maintains collaborative working relationships with stakeholders across People & Equity and with Divisional partners

  • Undertakes research on best practices, and keeps informed on current trends in the Data Analysis, Workforce Metrics, KPls, Dashboards, Business Intelligence and related fields as required

Key Qualifications:

  1. Experience leading a team, including managing workload, setting priorities, assign requests and ensuring quality and customer service standards are maintained

  2. Considerable experience in the design, development and implementation of user-centered reporting, and Business Intelligence (BI) tools, including data preparation and transformation, using various applications such as Microsoft Access, Microsoft Excel, Tableau, Power BI

  3. Considerable experience leading consultations with clients at all levels, helping to identify needs / requirements, to negotiate, and to set and management expectations

  4. Considerable experience analyzing and interpreting business data to provide meaningful and actionable insights

  5. Experience developing and maintaining project plans, and overseeing their successful implementation and benefits realization

  6. Excellent written and oral communication skills with the ability to present technical concepts and complex issues to non-technical users in a clear way

  7. Knowledge of programming languages such as SQL, Python and R considered a strong asset

  8. Experience with data modelling and using data for trending and predictive analytics a strong asset

  9. Experience working in the HR domain or with HR Information Systems reporting, specifically with SAP HCM or SAP SuccessFactors is a strong asset

  10. Sound judgement and ability to handle matters of a confidential/sensitive nature; knowledge of and experience with the Municipal Freedom of Information and Protection of Privacy Act a strong asset
