Job Description:

Reporting to the Manager, Capital Development Unit, the successful incumbent will initiate, plan, oversee and coordinate complex multi-disciplinary projects and initiatives in the Toronto Shelter and Support Services (TSSS) Division with expert guidance and leadership.

Major Responsibilities:

  • Working with a staff team, contractors and consultants, coordinates and project manages the divisional interest in the activities of real estate, facilities management, security, design and construction, financial, and legal requirements, and communicates professionally to effectively implement construction projects, major renovations and other divisional projects.

  • Assists in establishing the strategic direction of projects and supports implementation of key strategic components of the project.

  • Consults, liaises and negotiates with staff of City agencies, boards, commissions and divisions, elected officials, community groups, other governments, and the private sector to achieve corporate goals and objectives.

  • Conducts research, identifies stakeholder requirements and analyzes business processes for opportunities to optimize operational efficiencies, effectiveness and service delivery to clients.

  • Develops, recommends and administers project budgets and ensures that expenditures are controlled and maintained within approved budget limitations.

  • Establishes and maintains a portfolio of information systems to support asset management.

  • Inspects work in progress by contractors and staff ensuring that all work is executed in accordance with divisional need, relevant legislation and approved project drawings and specifications.

  • Monitors work output, reviews project deliverables and ensures project staff and divisional stakeholders complete assigned deliverables on time, on schedule, on budget and meets quality standards. This includes developing, preparing and monitoring schedules, and maintaining accurate records.

  • Prepares detailed and timely reports, records, schedules, monthly status reports, initiates correction of deficiencies and warranty items as required.

  • Prepares terms of reference, and manages competitive bidding processes in accordance with City policy, procedures and guidelines.

  • Represents the division in meetings with a wide and diverse range of internal and external stakeholders, City Divisions, community groups, agencies, senior staff, and elected officials.

  • Cultivates strategic relationships with corporate representatives, media partners, local businesses, politicians from three levels of government and internal senior level management.

  • Develops and implements detailed project plans and recommends policies regarding program specific requirements.

  • Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities; recommends innovative divisional solutions using sound professional judgment, conflict resolution and negotiation skills to successfully manage sensitive and controversial matters.

  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Develops and manages requests for proposals/quotations in accordance with the City's policies and procedures and manages evaluation and selection processes and contracts with suppliers.

  • Ensures compliance with contractual agreements, project charters and legislative requirements.

  • Ensures the quality of work and service meets corporate and divisional standards and employees are trained to perform work in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Technical Standards and Safety Authority (TSSA), Fire Code, Electrical Code and the Occupational Health and Safety Act (OHSA), etc.

  • Uphold and promote harm reduction and housing first principles and practices in all initiatives employing an equity and diversity lens.

  • Develops briefing notes and reports to senior management, Committees and Council.

Key Qualifications:

  1. Post-secondary education in a relevant professional discipline (i.e. Project Management, Building Sciences, Interior Design, Facility Management, Business Administration, Planning, etc.) or an equivalent combination of education and/or relevant experience.

  2. Considerable experience as a fully accountable project leader handling multiple and diverse projects and priorities in a detail and deadline-oriented environment; able to identify needs and initiate, coordinate and manage the implementation of creative solutions.

  3. Experience managing/leading teams through the planning, and implementation of operational and organizational change initiatives.

  4. Experience in overseeing construction projects.

  5. Experience managing administrative and budgetary components associated with capital and operating budgets.

  6. Experience with working within shelter or housing environments is considered an asset.

  7. Strong knowledge about facilities and building sciences, understanding of land and real estate development, land use planning and business planning issues, including technical, policy and intergovernmental aspects.

  8. Ability to be flexible and to thrive in a high-stress creative environment with frequent and competing deadlines, multiple tasks and high performance expectations, and to set and exceed goals.

  9. Highly developed critical thinking and problem-solving skills to facilitate effective business solutions that will advance the organization.

  10. Excellent interpersonal, consensus building, consultation and negotiation skills with the ability to make sound decisions.

  11. Political acumen and understanding of public relations and building partnerships.

  12. Innovative, adaptable and creative to meet the changing needs of industries and customers served and emerging directions.

  13. Excellent written and verbal communication skills.

  14. Ability to multi-task with excellent organizational and time management skills to successfully manage a workload with competing demands and deadlines.

  15. Strong knowledge of a variety of software applications including MS Office (Project, Excel, Word and PowerPoint).

  16. Familiarity with government legislation in the areas of Fire Code, Building Code, etc., as well as relevant employment legislation including Employment Standards Act, Human Rights Act, and the Occupational Health & Safety Act.
