Children's Services is looking for a Policy Development Officer to provide strategic leadership to support the division with operationalizing the multi-year system transformation of the childcare system in Toronto.

As a successful Policy Development Officer, you can see strategic linkages and make connections to operations and service delivery by leading policy innovations from concept to implementation to measurement. This position will be part of the District Operations team where you will lead the research, consultation, and drafting of policies and processes related to fee subsidy and broader operational priorities.

Major Responsibilities:

Policy analysis anddevelopment

  • Provides policy support and advice to the Division, City and community on the child and familysystem.

  • Leads strategy development and policy analysis to formulate and recommend new policies, approaches and detailed implementation plans.

  • Provides expert interpretation of federal, provincial, and municipal strategies, policy and legislation, identifies the impact of changes or new initiatives, and recommends opportunities for improved service planning and delivery.

Engagement/Consultation

  • Interacts with internal and external audiences while overseeing public consultation processes. Fosters strategic partnerships and builds effective working relationships with service providers, Indigenous, Black and equity-denied communities, community and social sector partners, City divisions, other orders of government, and elected officials.

  • Plans and carries out consultation projects with community and sector partners, technical consultants, members of the public and other groups as appropriate, in the development of new policy and programs, and to ensure awareness of existing and evolving issues and concerns.

Research,writing,andevaluation

  • Leads and directly conducts ongoing research (qualitative and quantitative) and analysis of trends and activities related to childcare related services in order to provide information and identify emerging issues and opportunities to senior management.

  • Monitors current social, economic, and political issues that impact services to children and integrate those findings into relevant policy directions for the Division.

  • Prepares Council reports, briefing notes, presentations, and other policy reports/recommendations as required by senior management consistent with divisional and corporate priorities and strategic directions.

  • Applies evaluation best practices in developing targets, criteria and outcomes to measure the effectiveness and outcomes of programs and policies.

  • Develops and interprets research and analysis tools and databases to support evidence-informed decision making.

Equity,Diversity&Inclusion

  • Leads the review of divisional policies, practices and processes from an equity lens, in collaboration with actions outlined in the Reconciliation Action Plan and the Toronto Action Plan to Confront Anti-Black Racism.

  • Leads the collection, analysis and reporting of disaggregated socio-demographic data to inform divisional projects.

  • Assesses the impact of proposed changes on various community groups including Indigenous, Black, racialized, newcomer, 2SLGBTQ and low-income city residents.

  • Liaises with cluster and corporate partners to maintain strategic alignment and oversight across all areas of equity that impact divisional work, priorities and clients.

Projectmanagement/implementation

  • Manages projects from conception to implementation, including undertaking research, analyzing data, developing recommendations, and presenting findings to various stakeholder groups.

  • Develops and manages project budgets, requests for proposals, and service contracts with external consultants and other partners.

  • Manages assigned projects ensuring effective teamwork and communication, high standards of work quality and organizational performance.

Key Qualifications:

1.

  1. Post-secondary education in a related discipline (e.g. social sciences, public policy/administration, planning, etc.) or an equivalent combination of education andexperience.

  2. Experience using social science research methods (qualitative and quantitative) to synthesize information and analyze issues.

  3. Experience in strategy development and policy design, ability to advance knowledge translation between research, policy and operations.

  4. Experience with project management that includes project design, development andimplementation.

  5. Experience applying equity analysis to engagement and policy developmentprocesses.

  6. Lived experience as an Indigenous person, Black person, or member of an equity-deserving group is an asset.

  7. Excellent verbal and written communication skills, with exceptional political acuity and the ability to build relationships and engage a broad range of partners including community agencies, senior management, and political representatives.

  8. A high degree of conceptual ability and capacity to develop creative solutions to complex operating, policy, and evaluation problems.

  9. Ability to work both independently and with teams and flexibility in learning new program areas or analytical techniques.

  10. Familiarity with government legislation in Occupational Health andSafety.
