Embarking on a transformative journey, the Technology Services Division is reshaping its culture and service delivery approach, focusing on four key priorities:

As the Manager of SAP Solution Planning and Delivery, you will report directly to the Director of Enterprise Solution Services and be part of a Technology team responsible for the strategic delivery of SAP solutions. You will lead a team focused on the sustainment and modernization of ERP technologies, including ERP Central Component (ECC), Ariba, S4Hana, SuccessFactors, Manager Self-Service/Employee Self-Service (MSS/ESS), SAP Extended Warehouse Management (EWM) , and other related products. Your role involves managing a technical team that provides support services and is responsible for developing, configuring, testing, and upgrading these Enterprise Resource Planning (ERP) technologies. Additionally, you will work closely with clients to prioritize work and collaborate extensively with vendors to ensure service level agreements (SLAs) are met. This role supports critical business capabilities and services for the City of Toronto, including finance systems, payroll, and procurement.

Specific Responsibilities:

Strategy Development

  • Collaborate with SAP platform teams to strategically manage the sustainment and modernization of ERP technologies, including ECC, Ariba, S4Hana, SuccessFactors, MSS/ESS, warehouse management, and transportation products.

  • Lead and coordinate SAP-related solutions planning, architecture, design, and development, ensuring alignment with overall technology and business priorities.

  • Establish and enforce development standards, practices, and procedures with SAP platform teams to support the SAP Solution Planning and Delivery unit.

  • Provide strategic guidance on SAP business processes and solution architecture, supporting IT governance on feasibility assessments and solution design.

SAP Solution Management:

  • Work directly with SAP platform teams to implement tactical plans for developing, configuring, testing, and upgrading ERP technologies, providing expertise in technical areas to support technical staff in issue resolution.

  • Support the daily operations of SAP application management, including work scheduling, performance evaluations, technical support, and coordination of development activities.

  • Monitor and assess the effectiveness of SAP solution delivery in collaboration with SAP platform teams, ensuring compliance with IT SLAs and performance metrics.

  • Manage integrating SAP solutions with other systems and technologies to enhance service delivery and address immediate operational needs.

Budget and Financial Management:

  • Develop, recommend, and administer the annual budget for the SAP Solution Planning and Delivery unit, ensuring expenditures are controlled within approved limits.

  • Lead, contribute to, or support the budget process, including developing business cases, managing capital budgets, and overseeing the operating budget.

  • Manage financial controls and compliance, including cost analysis, forecasting, and risk assessment for operational and project budgets.

  • Assist divisions in developing technology investment plans and preparing budgets, incorporating input from SAP platform teams.

Partnership and Stakeholder Management:

  • Foster positive relationships with City stakeholders, senior management, and external partners to support program operations and transformation initiatives.

  • Manage vendor relationships and large contracts, including ensuring performance on maintenance packages and successful delivery of transformation programs while maximizing value for City investments.

  • Work with stakeholders to manage work plans, service requests, enhancement requests, and change requests.

  • Participate in governance commitments and provide technical leadership to support business needs.

Team Leadership and Culture:

  • Motivate and train union and non-union staff, ensuring high standards of work quality, teamwork, and continuous learning while aligning with the Technology Services leadership philosophy of fostering a high-performing, resilient, and cohesive team.

  • Supervise daily operations, including work scheduling, performance evaluations, and managing vacation and overtime requests, while supporting staff in transitioning to next-generation products and services.

  • Cultivate a culture of unity, performance, creativity, and equity within the team. This will enable innovation and promote a strong sense of ownership, accountability, and fairness.

  • Provide engaging and knowledgeable leadership, actively contributing to the Enterprise Solutions Services Leadership Team to achieve strategic priorities and lead the transformation to operating models that support future technology advancements and service excellence.

  • Focus on achieving strategic goals by driving initiatives that align with the enterprise's vision, facilitating effective change management, and enabling the team to adapt to evolving business and technology landscapes.

Operational Excellence:

  • Monitor and evaluate the efficiency and effectiveness of SAP solution delivery, ensuring compliance with IT SLAs and performance metrics while aligning with the strategic vision to provide a clear understanding of the "why," "what," and "how" for the team members in the context of a unified team vision.

  • Implement new operational models that facilitate continuous improvement, streamline services, and enhance collaboration with partners in delivering enterprise solutions.

  • Prepare and present reports, business cases, and justifications to support Council decisions, ensuring that all documentation reflects alignment with strategic priorities and operational goals.

What You Bring to the Role:

  1. Extensive experience in leading the development, configuration, implementation and testing of SAP solutions, including governance, planning, and technical service delivery.Experience understanding SAP best practices, performance metrics, and quality assurance methodologies.

  2. SAP Certification (Preferred): Relevant SAP certification(s) in the technologies listed (ECC, Ariba, S4Hana, SuccessFactors, MSS/ESS, SAP Extended Warehouse Management) are preferred.

  3. Proven track record in managing and motivating a team, ensuring high performance and adherence to best practices.

  4. Strong background in budget management and financial controls, with experience in forecasting and risk assessment.

  5. Experience in leading large-scale SAP projects and managing complex service contracts.

  6. Demonstrated ability to build collaborative relationships with stakeholders, vendors, and partners. Ability to effectively engage and communicate with diverse stakeholders, including senior management, external partners, and end-users.

  7. Some experience managing change within organizations, particularly related to technological advancements and process improvements.

  8. Strong communication skills with the ability to prepare reports and presentations for senior management and the Council.
