The City of Toronto is seeking a dynamic and experienced Manager of Information Technology Audits to lead our efforts in ensuring the effectiveness, security, integrity, and efficiency of our information technology resources. As the Manager of Information Technology Audits, you will be at the forefront of managing, planning, and executing comprehensive IT audits and consulting assignments. Your work will directly influence how the City navigates emerging technologies, enhances cybersecurity, and optimizes information management.

Major Responsibilities:

  • Assess risks and create short- and long-range audit plans for areas of significant risk.

  • Provide independent assurance and advice on risks related to Information Management and Information Technology (IM/IT) to enhance City processes and operations.

  • Identify and define techniques for control and risk assessment and provide proactive control design.

  • Develop and implement detailed audit plans regarding program-specific requirements.

  • Manage contracts and collaborate with external consultants on audit projects, ensuring quality and effectiveness.

  • Maintain up-to-date knowledge of emerging technology risks and communicate best practices within the division.

  • Deliver presentations on audit findings and recommendations to City Committees and Council, promoting transparency and accountability.

  • Manage, motivate, and train staff, fostering effective teamwork and high standards of work quality.

  • Supervise day-to-day operations, including scheduling, assigning work, and performance evaluations.

  • Authorize and control vacation and overtime requests, while monitoring and evaluating staff performance.

  • Develop and administer the annual budget for the unit, ensuring expenditures remain within approved limits.

  • Conduct divisional and enterprise-wide audits, including reviews of systems development projects, security assessments, and business continuity plans.

  • Lead the development of training programs and conduct performance reviews to ensure continuous improvement of staff.

Key Qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Business, Accounting, Audit, or a related field. A master's degree or relevant professional certification (e.g., CISA, CISSP, CISM, CPA) is highly desirable.

  • Extensive experience in IT auditing, with a proven track record in managing audit teams and projects, preferably in public sector (municipal government) or large organization.

  • Strong understanding of IT governance frameworks (e.g., COBIT, ISO 27001), cybersecurity principles, and risk management practices.

  • Understanding of business processes and internal control frameworks.

  • Demonstrated ability to lead, mentor, and motivate a diverse team, fostering a culture of excellence and continuous improvement.

  • Exceptional analytical and problem-solving skills, with the ability to assess complex systems and business processes and provide actionable recommendations.

  • Excellent verbal and written communication skills, with the ability to present complex findings and recommendations to stakeholders, including senior management and city officials.

  • Strong project management skills with experience in developing and executing audit plans and managing multiple projects simultaneously.

  • Familiarity with relevant legislation, standards, and regulations governing IT audits and public sector operations.

  • Commitment to staying current with emerging technology trends, risks, and best practices in IT auditing and governance.

  • Strong interpersonal skills with a collaborative approach to working with various stakeholders, including external consultants and City departments.
