Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.

The Major Infrastructure Section is one of four sections within the Division’s Design and Construction business unit that plan, design and construct the renewal, upgrading and new construction of municipal infrastructure for internal clients and external agencies across the city. Manager, Design & Construction Major Infrastructure ofthe Major Tunnels Unit .

This mandate calls for an experienced Professional Engineer with strong leadership and project management skills, excellent communication abilities, and a passion for delivering critical infrastructure projects for the City of Toronto's residents, businesses, and visitors. As such a leader, you have a proven track record in delivering infrastructure projects and managing teams and are highly motivated to take a lead role in delivering essential services to the community.

Reporting to the Director of the Major Infrastructure Section, you will provide the technical, financial, and administrative oversight needed to effectively and successfully deliver capital projects for the Wet Weather Flow Master Plan, Don River & Central Waterfront Program and Basement Flooding Protection Program. This includes major tunneling projects such as the Inner Harbour West and Taylor Massey Creek Tunnels. In addition, the Black Creek Tunnel to service the new development planned for Downsview.

Effective Leadership of Technical Staff

As you would expect of a managerial role like this, you will lead, motivate and train the Unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning. Providing oversight and allocation of staff and resources, you will ensure effective project management with respect to scope, schedule and administrative requirements for projects undertaken by the Unit. You will cultivate a culture of continuous improvement and innovation within the Unit, by contributing to the continuous review and relevancy of key performance indicators for the Unit and by evaluating program delivery on an ongoing basis in consultation with staff, senior management, service users, clients and partners with the goal of improving effectiveness and efficiency.

Expertise in Constructing Municipal Works

Recognized for your engineering knowledge and passion for municipal infrastructure construction, you will provide technical expertise and oversee the execution, planning, design and construction of major tunneling projects associated with the City’sWet Weather Flow Master Plan and Basement Flooding Protection Program as well as a major new development plan at Downsview.This will see you guiding the delivery of multi-year projects and programs through various delivery models, including conventional design-bid-build and other delivery models as appropriate. We will count on you to oversee, and provide input and quality assurance on, project constructability, conformance with AWWA and industry acceptable standards, and City of Toronto standards, and compliance with all health and safety regulations and approvals/permits from regulatory authorities.

Exacting Financial Oversight and Management

Your responsibilities in this leadership role will range from developing, recommending and administering the annual budget for the Unit, and ensuring that expenditures are controlled and maintained within approved budget limitations, to leading the negotiations of contractual terms and conditions, and the finalization of agreements with consultants and contractors. It will also be your job to authorize, and ensure the accurate preparation of, progress payments, and documentation and justification for change orders to consultants and contractors, as well as the issuance of substantial performance and completion certificates to contractors.

Polished Customer Focus, Relationship Building and Political Acuity

Comfortable operating within the City's multi-division, multi-stakeholder environment, you will provide input to the development of the Capital Program for Toronto Water to address rehabilitation, reconstruction and expansion needs for the City’s sanitary and combined storm and sanitary systems. A polished, confident and persuasive communicator, you’ll prepare both technical and staff reports to Standing Committees and/or Council, and material for public education and/or communication purposes. Your drive for excellent customer service – internally and externally – will also prove invaluable as you represent the Division/Section/Corporation at meetings with the public, clients, stakeholders, Councillors and their staff, Standing Committees, Community Councils, City Council, court proceedings, and other committees.

KEY QUALIFICATIONS

The successful candidate for the position of Manager , Des i gn & Construction Major Infrastructure within the Major Tunnels Unit of En g ineering and Construction Services will have:

  1. A Professional Engineering license and be a member in good standing of the Association of Professional Engineers of Ontario.

  2. Extensive management experience in the area of engineering design and construction of complex, large-scaletunnelingprojects forwastewater and storm management systems.

  3. Extensive experience in project management from inception to implementation associated with the engineering design of large-scale tunneling projects.

  4. Experience in the preparation of contract documents, technical reports, and reports to Council or external agencies or third parties.

  5. Experience in managing, attracting, motivating and leading a diverse workforce and establishing and operating in an environment that promotes excellence.

  6. Exceptional knowledge of the principles of civil engineering and of materials and methods of construction, rehabilitation and upgrading of large wastewater and storm management collection systems.

  7. Knowledge of the principles and practices associated with mechanical engineering, electrical engineering and SCADA systems.

  8. Knowledge of engineering principles and practices associated withlarge tunneling projects for wastewater and storm water management systems.

  9. Awareness and knowledge of technological advances/approaches and regulatory requirements associated with theconstruction of large tunneling projects for wastewater and storm managementsystems.

  10. The ability to operate as a fully accountable program leader and as a member of a management team.

  11. The ability to thrive in an environment with frequent and competing deadlines, multiple tasks andhigh-performance expectations in a rapidly changing environment.

  12. Well-developed people management skills with proven success in achieving results in a unionized and non-unionized environment.

  13. Well-developed interpersonal, human relations, communication (written and oral), negotiation, conflict resolution, project management, analytical and problem-solving skills.

  14. The ability to interact and communicate effectively with all levels of the organization and external stakeholders.

  15. Awareness and knowledge of Federal and Provincial regulations and requirements, including, but not limited to, the Occupational Health & Safety Act, Employment Standards Act, Construction Act, Safe Drinking Water Act, and Environmental Protection Act.
