Job Summary:

To manage the planning and execution of the divisional strategic planning activities related to Human Services' business processes and health and safety management. To manage the division's development, delivery, coordination, and evaluation of recruitment and learning programs and initiatives and to ensure the division and its programs are in compliance with legislative requirements related to the Collective Agreements, [Employment Standards Act], the Ministry of Labour and the Occupational Health & Safety Act & Regulations.

Major Responsibilities:

  • Manages the planning and execution of the divisional human services strategic planning activities and advises the senior management team to create solutions and guide improvements.

  • Develops, maintains, and leads the implementation of the Division’s Occupational Health & Safety (OH&S) Program.

  • Provides leadership, expertise, and consultation services to divisional management, in matters of occupational health and safety by developing, implementing, and communicating effective protocols, guidelines and procedures that align with corporate policy, leading to a positive health and safety culture.

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.

  • Manages the division's complement management and the distribution of staffing resources to meet divisional strategic objectives.

  • Responds and provides guidance to divisional managers, ensuring compliance on human rights matters.

  • Provides expert strategic planning knowledge, advice, executive-level support and professional judgment on performance management and labour relations issues for the division's senior management team.

  • Develops, recommends, and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.

  • Supports the Manager, Financial & Asset Management as it relates to ensuring that staffing complement is within the approved council budget limitations.

  • Oversees the analysis of performance measures and identifies improvements in business processes as it relates to strategic business effectiveness.

  • Manages the development, implementation and evaluation of policies, strategies, and program recommendations. Provides leadership and support, ensuring that they are implemented in a fair and equitable manner and that they are compliant with the collective agreements, labour laws, and other relevant legislation.

  • Ensures consistent service delivery through all channels and across all Employment & Social Services sections, influencing change as required to maintain and improve effectiveness.

  • Manages ongoing research and analysis of trends and activities, including forecasting needs and monitoring policy and program activities.

  • Analyzes and reports on key operational data that measures effectiveness and efficiencies.

  • Initiates the development of new or enhanced reporting systems to provide accurate and timely information to division management and to ensure compliance with corporate requirements.

  • Develops and guides a strategically focused, customer service centered workforce development strategy for Employment & Social Services and oversees its execution.

  • Works closely with the General Manager, Directors, and People & Equity to ensure Employment & Social Services effectively and efficiently manages talent strategies.

  • Manages the design, development, delivery, coordination, and evaluation of recruitment initiatives.

  • Develops and implements timely and appropriate responses to major Corporate People & Equity initiates effecting the division.

  • Responds strategically to emerging business specific to legislative, regulatory and policy changes and assesses the impacts on human resources practices.

  • Provides strategic leadership to grow the organization's relationships with partners, community agencies and stakeholders, specifically with learning and colleges/universities.

  • Cultivates organizational leadership by liaising with others, including Directors, Operations, Management, and unit staff.

  • Works collaboratively and in conjunction with the Corporate Employee and Labour Relations team when providing advice on collective agreements and in administering Collective Agreement matters. Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the division.

  • Manages, motivates, and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning, and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

  • Ensures all documentation and programming required for effective management of staff and student placements in accordance with City and provincial legislative requirements.

  • Maintains linkages with other municipalities, provincial agencies, professional associations, and colleges with respect to training related matters.

  • Manages and participates in special projects related to human resources management.

  • Coaches’ managers on employee and labour relations, health and safety matters. Ensures timely and efficient recall/layoff for Local 79 employees in partnership and consultation with People & Equity Division.

  • Represent the General Manager at bargaining and grievances related to the collective agreements and associated letters of intent, memorandums of agreement.

  • Acts for Director as required.

Ensures work is undertaken in a manner that complies with and supports City compliance with the Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies. Key Qualifications:

  1. Post-secondary education in a discipline pertinent to the job function (e.g., Human Resources, Business Administration, Adult Education, etc.) or an equivalent combination of education and/or relevant experience.

  2. Considerable experience in leading and implementing proactive and progressive organizational change initiatives in order to achieve desired results within critical timeframes.

  3. Considerable experience in strategic and operational planning in the area of employment services and/or workforce development, specifically coordinating, planning, implementing and evaluating employment-related programs and services that successfully achieve demonstrated and sustainable results for job seekers and employers.

  4. Experience developing policies, training plans and business processes to support the strategic direction of the division, as well as meet legislative compliance and collective agreement obligations within an operations focused environment.

  5. Advanced knowledge of employment related legislation (i.e. Employment Standards Act, Human Rights Code, Occupational Health and Safety Act, Accessibility for Ontarians with Disabilities Act etc.), collective agreements, human resources policies and procedures.

  6. Extensive workforce development and planning experience in a unionized environment with a focus on strategic planning, training and development, performance management, labour relations, health, safety and wellness, and employee engagement.

  7. Considerable experience in motivating, leading, training and managing a diverse team in a fast-paced environment with the ability to promote and foster effective teamwork and establish excellence in a customer service-oriented environment.

  8. Considerable project management experience, including developing, coordinating and managing both short- and long-term projects and initiatives, while developing partnerships and balancing a range of stakeholder interests.

  9. Experience in developing and administering budgets and in control and monitoring of expenditures to ensure fiscal accountability and effective use of resources.

  10. Ability to lead and implement proactive and progressive organizational change to achieve desired results within critical timeframes.

  11. Strong interpersonal, relationship building and conflict resolution skills with excellent political acumen to function effectively in a service oriented, politically sensitive environment and to balance the needs of the organization and customers against valuable resources.

  12. Superior written and oral communication and interpersonal skills, with the ability to communicate with a broad range of stakeholders including community leaders, senior City staff, other levels of government, political representatives and staff at all levels of the organization.

  13. Familiarity with payroll administration and complement management in a large complex organization.

  14. Having lived experience would be an asset.

  15. Ability to support the Employment & Social services division’s mission, vision and values to ensure a culture that champions equity, diversity and respectful workplace.

  16. Certified Human Resources Professional (CHRP) designation would be an asset.
