Manager Accounts Payable (Payment Modernization & Innovation)

The Accounting Services Division plays a vital role to ensure accurate and efficient financial operations in a finance shared service environment. Upholding principles of transparency, fairness, and ethical standards, the Division provides leadership and exemplary customer service while ensuring compliance with relevant legislation and corporate policies.

If you have a strong background in accounts payable processes and industry leading best practices, vendor management strategies, and leading operational transformation and change management initiatives, you are well-suited to become the Manager Accounts Payable (Payment Modernization & Innovation) within the City of Toronto.

As an accomplished leader with a proven track record in senior finance-related roles, you will report to the Director of Accounting Services.

You will play a pivotal role at the City by developing and implementing strategic plans and policies that align with organizational objectives and recommending technology and innovation upgrades to enhance and modernize the City’s accounts payable service delivery environment. As a strategic leader you are comfortable with challenging the status quo, exploring and implementing technological advancements, monitoring, managing, and reporting on key performance metrics, leading staff through change, and serving as a trusted advisor to internal and external corporate partners such as City Council, senior organizational leaders, vendors, and external auditors. This position demands a strategic, client-centric leader with strong problem-solving, communication, and people management skills.

Share expertise and promote best practices

Leveraging your expertise in accounts payable processes, you will provide strategic advice to key corporate partners and senior leadership, encouraging innovative practices and supporting the delivery of business and policy directions. You will establish and maintain value-based relationships with corporate partners to meet business needs, enhance engagement, and optimize service outcomes. As a skilled negotiator and communicator, you will lead and influence discussions with corporate partners to address complex challenges, ensure successful modernization initiatives, and to deliver operational outcomes that align with corporate objectives.

Lead by example with a customer focus

As a senior leader, you will direct the activities of the Division by leading and motivating a diverse group of unionized and non-union staff, ensuring effective teamwork, high standards of work quality, and organizational performance. You will resolve labour relations issues, promote continuous learning and innovation, and implement effective management techniques. You will also contribute to the continuous improvement of divisional performance through sound management practices and procedures, providing staff with the direction, guidance, and tools needed to increase efficiencies and improve service effectiveness.

Key Skills and Competencies:

The ideal candidate will possess a business undergraduate degree, with a recognized Canadian accounting designation (eg. CPA, CA, CMA, or CGA) considered an asset. With at least 8 years of progressive experience, the successful candidate will have a proven track record of managing teams in a unionized environment and ensuring compliance with union agreements. They will demonstrate expertise in resource planning and workforce development strategies and exhibit strong written and verbal communication skills.

The role demands exceptional people management and interpersonal skills, with experience managing diverse groups of corporate partners including vendors, auditors, and City staff. The candidate will be adept at delivering presentations and providing subject matter expertise to senior management. They will have a history of leading organizational transformation projects and executing change management activities, experience with leading and executing accounts payable processes and vendor management strategies and managing internal controls within an accounts payable shared services environment.

The candidate will bring a strong understanding of accounting standards, budget development, and financial management practices, coupled with robust problem-solving and resolution management skills. Proficiency in SAP or similar ERP systems, along with working knowledge of software such as MS Office, Power BI, and Tableau, is essential. Experience in project management and contract negotiations will further enhance the candidate's suitability for this pivotal role.
