Job Summary:

As a Management Consultant you will work with divisional management and our senior leadership team to advance the division's strategic workforce development goals and provide guidance to a team of people services consultants. You will also provide consulting services to the division in the practice areas of human resources, attendance management, employee relations, strategy development and planning; business planning and process re-engineering; performance management; organization design and restructuring; program review and alternative service delivery; program and service improvement; and change management.

Major Responsibilities:

  • Implementsdetailed plans andrecommendspolicies/proceduresregarding program specificrequirements.

  • Providesclient-driven,value-addedmanagement consultingservicestoaportfolioofdiverseconsulting projects reflecting practice areas.

  • Providespolicyanalysis,formulation,coordinationandadvicetoSenior Management Team regarding programs,services andorganizationatbothastrategic andoperational level.

  • ShapesanddefinesconsultingprojectsinconsultationwithBusiness operations andkeystakeholders,determinesfocus,scope,objectives,methodologyandactivities.

  • BringsanalysisandconclusionsforwardtoBusiness Operations,chairsmeetingsandpromotes systematic discussion.

  • Supportsmanagementinassessinganddevisingsolutionsfromapragmaticandobjectiveperspective.

  • Worksinsupportofprojectsteeringcommitteesandleadsinterdepartmentalteamsandworking groups.

  • Contributestothedevelopment andimplementationofstrategicorganizationdesignandeffectivemanagementsystemsandprocessesatthecorporatelevel.

  • Assistsintheassessmentandanalysisofcorporateorganizationeffectivenessissuesandconductsstudiesandpreparesconfidential reportswithrespecttoprogramandservicedeliverychanges;managementpolicies,systems, processes,andpractices; managementrestructuring; and organization change.

  • Leadsand/orsupportscross-departmentalteamsinthedevelopmentandapplicationofcorporate policies; identificationofarangeofoptionsforoperations,policies, information systemsandmanagementpractices;assessmentoftheimplicationsandviabilityofeachoption;andrecommendschangestosupportmanagementprioritiesandfunctionsandstrengthens internal controls.

  • Researches,reviewsandreportsonexistingandnewmanagementtoolsandmethodologies andadvisesSenior Management Teamonemergingmanagementtechniquesand their applicability to the City.Promotesorganizationlearningandtakesstepstoorchestratechangethroughcorporatewideand interdepartmental initiatives.

  • Fostersandmaintainscooperative workingrelationshipswithinandexternaltotheorganization;establishesandmaintainscontactwithprofessionalsinrelatedfieldstoensureskills, knowledge and practice are current.

  • Provides leadership support, strategic advice and guidance to the team in conjunction with other divisions and stakeholders, in areas of recruitment & selection, return to work/workplace accommodation, complement management, employee & labour relations, organizational design/realignment, employee engagement, and attendance management.

  • Handles dailystaffingoperationsincludingconsultation,prioritization,andadvancing the fulfillmentofvacanciestoensureeffective andefficientinternalrecruitmentprocesses,andtofacilitateacloseworkingrelationshipbetween the division,PeopleandEquity, andother relatedstakeholders.

  • Manages variousRecruitment and Staffing relatedprojectswillinclude:businessprocessdocumentation,developmentandre-engineering;advancingthedivision'sequity,diversityandinclusiongoals;andothertalentdevelopment projects and programs as required.

  • Focuses ondevelopmentandimplementationofbusinessprocesses,projects,andprograms related toworkplace culture, leadershipdevelopment,changemanagement,performancemanagement,competency frameworkandprofiledevelopment, succession management,training, employee engagement,andworkplaceexpectations.

  • Managesandorganizesconsultingservicestoseniormanagementinthepracticeareasofstrategydevelopmentandplanning;businessplanningandperformancereporting;businessprocessre-engineering;organizationdesignandrestructuring;programreviewandalternativeservicedelivery; programandserviceimprovement;organizationdevelopment;and,changemanagement.

Key Qualifications:

  1. Post-secondarydegreeinrelateddisciplinei.e.HumanResources,BusinessAdministration,PublicPolicy&Administration,ortheequivalentcombinationofeducationandexperience.

  2. Extensiveexperienceinatleastoneofthefollowingareas:recruitment,leadershipdevelopment,organizationaldesign, competency frameworkand profile development,HRpolicy/businessprocess, changemanagement,performancemanagement,successionmanagement,training,oremployeeengagement.

  3. Extensiveexperienceinprogramorprojectdevelopmentandimplementation,especiallyintheareasofworkplaceexpectations and/ortalentdevelopment.

  4. ConsiderableexperienceusingExcel,PowerPointandMSWordandCitysystemssuchasSuccessFactors, SAP, and ELI

  5. ExtensiveExperienceprovidingseniorlevelstrategicadvice,andadaptingcommunicationstoavarietyof audiences.

  6. Highlydevelopedanalyticalskillsinaccessingandreviewingbusinessprocesses toidentifyoptions,bestpracticesandopportunitiestoimproveservicedelivery.

  7. Excellentwrittenandoralcommunicationskills,presentationskillstodealeffectivelywithcitystaff,seniormanagement,andtochairmeetingsthatincludemembersfromallorganizationallevels

  8. Exceptionalconsulting,interpersonalandnegotiationskillswiththeabilitytoestablishcollaborativepositiveworkingrelationshipsandahighleveloftrustwithsenior leaders, andto developsolutions,interactandcommunicate effectively withdivisionalandagencystaff,othermunicipalities and orders of government and members of the public.

  9. Ability to research, analyze and synthesize legislation, provincial guidelines, financial and resource issues, organizational models and operational impacts into defensible policies, procedures and/or program proposals.

  10. Strong project management skills to complement a strategic mindset, including the definition of project purpose and objectives, project activities, milestones and deliverables, monitoring and tracking progress, and communications with stakeholders.

  11. Ability to work effectively while managing multiple priorities in a demanding,dynamic

  12. CHRL/CHRP designation is anasset.
