Job Description:

The successful candidates will act as Business Partners, providing consultation to the division’s senior leaders and management teams across all sites related to various facets of Human Resources including Labour/Employee Relations, Strategy Development and Planning, Performance Management, Organization Design and Restructuring, Change Management, and Disability Management, along with policy and collective agreement interpretation, in collaboration with corporate partners in the People and Equity division.

The City’s Seniors Services and Long-Term Care Division supports Toronto seniors and residents in long-term care homes to have the healthiest, most fulfilling lives possible through exceptional care and services. Vulnerable individuals who reside in the community are supported through adult day programs, supportive housing services, tenancy support and homemakers and nurses services. Major Responsibilities:

  • Provides employee and labour relations support to leaders which may include addressing, investigating, and resolving day-to-day employee relations enquiries.

  • Coaches and supports leaders in addressing performance improvement issues, including application of the collective agreements, provides advice on disciplinary procedures, provides conflict resolution advice and support, analyzes labour relations risks and consults with other stakeholders to develop options and recommendations.

  • Assists in the assessment and analysis of corporate and divisional organizational effectiveness issues and conducts studies, prepares confidential reports with respect to program and service delivery changes, management policies, systems, processes and practices, management restructuring and organization change.

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

  • Provides client-driven, value-added management consulting services to a portfolio of diverse consulting projects related to Human Resources.

  • Provides policy analysis, formulation, coordination and advice to management regarding programs, services and organization at both a strategic and operational level.

  • Works in support of project steering committees and leads interdepartmental teams and working groups.

  • Contributes to the development and implementation of strategic organization design and effective management/governance systems and processes at the divisional level.

  • Research, reviews and reports on existing and new management tools and methodologies and advises senior managers on emerging management techniques and other applied social science concepts and their applicability to the City.

  • Promotes organizational learning and development and takes steps to orchestrate change through division wide initiatives.

  • Fosters and maintains cooperative working relationships within and externally to the division; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practices are current.

Key Qualifications:

  1. Post-secondary education in a discipline pertinent to the job function (i.e. Human Resources, Business Administration), or an equivalent combination of education and/or experience.

  2. Considerable experience delivering Employee /Labour Relations support and in at least one additional Human Resource functional area in a major unionized or private sector organization.

  3. Considerable experience providing guidance and advice to management and staff on the effective implementation of human resources practices and policies, legislative requirements and collective agreements, including knowledge of the Employment Standards Act, Human Rights Code and Occupational Health and Safety Act.

  4. Experience with consultation and advisory skills, with the ability to work at all levels of the organization in assessing organizational needs and developing and implementing effective programs and strategies within a unionized work environment.

  5. Experience with human relations and conflict management skills, with the ability to handle matters of a confidential / sensitive nature as it relates to management and unionized employees.

  6. Proficiency in the use of a variety of software packages including intermediate knowledge of Microsoft Office Suite and HR/Payroll applications (i.e. SuccessFactors, SAP, Eli, etc.).

  7. Capable of preparing comprehensive reports, management correspondence, and presentation materials.

  8. Highly developed business writing skills, critical thinking, judgement, tact, and expertise in facilitating consensus and persuading/negotiating with a variety of stakeholders.

  9. Ability to lead work groups, foster effective teamwork and provide a high level of client service.

  10. Ability to facilitate and present to large and small groups.

  11. Fundamental knowledge of organizational effectiveness, employment equity, employee engagement, and change management principles and practices.

  12. Strong organizational and research skills, with the ability to coordinate and manage short and long- term projects/ assignments through to completion.

  13. Knowledge of complement management principles and practices.

  14. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.

  15. Certified Human Resources Professional (CHRP) designation would be considered an asset.

As a condition of employment with the Senior Services and Long-Term Care Division, selected candidates will be required to provide a satisfactory Police Reference Check (PRC) with vulnerable sector screening, tuberculosis screening and proof of immunization in accordance with the Fixing Long-Term Care Act, 2021 (O.Reg. 246/22).
