Reporting to the Manager, Program & Strategic Support, the Learning Management System Administrator will manage the day-to-day operation of Learning Management Systems (LMS) used in Seniors Services and Long-Term Care to facilitate and support the learning needs within the division. This includes support, design, development, implementation, delivery and maintenance of content, assets and other resources used for online learning instruction and reporting purposes.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

  • Works on assignments dealing with day-to-day and ongoing operation, maintenance, upgrades, usage, analysis and administration for the division’s use of ELI, the City’s Learning Management System along with other LMS’ used within divisions portal.

  • Implements the LMS’ and its e-learning components including maintenance of training materials and resources to reflect current technology and procedures.

  • Coordinates development and use of testing and certifications related to position skills and collects data on training evaluations and performance measurement tools.

  • Maintains all aspects of the client portal, including overseeing and reviewing of the community area for functionality, appearance, accuracy and appropriateness before publishing, and maintaining accurate and up-to-date training calendars and master course catalog.

  • Assists in the development, documentation, and maintenance of policies, standard operating procedures (SOP), best practices, and guidelines for the LMS.

  • Acts as the Learning Management System (LMS) Enterprise Administrator and trains other divisional system administrators to inform, prepare, and assist in the review, testing, and implementation of all system upgrades or patches, and documentation of the process, results, and outcomes.

  • Collaborates within Workforce Management to understand business needs related to training delivery and training documentation requirements, which may include documents and data of a confidential nature related to labour relations and/or human resources, and how the LMS most effectively and efficiently meets those requirements.

  • Participates in labour relations matters as they relate to the division’s training initiatives, assignment of specific training modules and delivery of training.

  • Conducts assessments and testing for new staff, evaluates participants’ skills, knowledge and performance.

  • Maintains a computerized tracking process to track course attendance, course completion, skills level attainments and participant and facilitator feedback. Tracks and monitors records relating to licenses and certifications to ensure regulatory compliance.

  • Provides troubleshooting assistance for users regarding logging in to the LMS and accessing courses.

  • Provides training and technical support to users on the functionality and processes of the LMS.

  • Provides reports and recommendations that will deliver a decrease in frequency and severity of LMS issues reported by end users.

  • Monitors and tests newly published/uploaded online courses, materials, and instructor-led workshops within the LMS.

  • Identifies, troubleshoots, and resolves problems with course design, LMS configuration, and infrastructure.

  • Develops and maintains a working relationship with the LMS Enterprise Administrator and third-party vendors to resolve issues relating to system functionality and software systems.

  • Acquires and maintains knowledge of current technology as it applies to LMS software and systems.

  • Responds to email inquiries and telephone calls within defined standards and responds to questions appropriately.

Key Qualifications:

  1. Post-secondary degree or diploma in adult education, or equivalent combination of education and experience.

  2. Considerable experience in designing, developing, customizing, delivering and evaluating online education and training programs.

  3. Considerable experience with components, features and functions of Learning Management Systems.

  4. Considerable experience with the Microsoft Office Suite, Outlook, and e-learning tools (e.g. ELI, Articulate Storyline 360, Adobe Captivate or equivalent).

  5. Considerable exerience in database management and/or maintenance.

  6. Knowledge of training development and delivery, including curriculum design and development, project management, implementation strategies, measurement, needs analysis, and facilitation.

  7. Knowledge of adult education theory and application.

  8. Ability to work effectively in a team environment with colleagues, contactors, subject matter experts and other City employees at all levels.

  9. Ability to work independently and collaboratively, inclusively, and effectively as part of a team to produce high-quality work.

  10. Excellent analytical skills with the ability to recommend solutions.

  11. Ability to plan, prioritize, organize and carry out work with minimal supervision.

  12. Advanced problem-solving and project coordination skills and the ability to exercise independent judgement.

  13. Knowledge of employment legislation, organizational policies and procedures and collective agreements.
