Created in 2015 to align, lighten and modernize infrastructure, the Technology & Infrastructure (T & I) team is the backbone and the future forward arm of CBC/Radio-Canada. This is a hybrid role with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.

Why is this role important?

As an Application Lead Developer, you will have a primary focus on numerous projects in one of the following business units: Media, Content or Corpo applications in the department of Enterprise Application Development. You will bring expertise in .Net and/or other programming paradigms and will consult/collaborate with other Lead Developers and our Solution Architects to support application development work across products, platforms, and teams.

You will play an important role in leading the development process within a product team. This includes supporting and continuing to shape our technical design, quality management, review practices and optimizing the delivery and release pipelines that get our apps to production. You’ll be part of a team that values growth, excellence and innovation. We will bring out the explorer, challenger and trail blazer in you, but we are also grounded in sustainable, extensible and holistic approaches.

Development leads represent the developers in the team. Our developers need leads to mentor, coach and review their work. You will also be asked to help validate the technical feasibility of a design or solution and collaborate with product managers, architects and other stakeholders in and outside of the team. Your work not only helps us maintain the quality of our products, but also the operational excellence of our teams through your contribution to the release process and incident management.

Your responsibilities as a Lead Developer in CBC’s Digital Strategy and Products may include:

  • Leads and Enables and Application Development team to deliver and support Software Application products.

  • Works with Developers and Product Owners to ensure implementations/approaches are cohesive and align with the system design and technical requirements set by the Solution and Software Architects and result in prioritized work to deliver value in each sprint/product increment.

  • Leads design and code reviews; mentoring developers.

  • Manages scoping and prioritization.

  • Manages release processes (testing, release management with QA, debugging and bug fix), deployments, and incident reviews.

  • Provides input and feedback on technical decisions, takes ownership when it needs to happen.

  • Promotes software development best practices and helps the team maintain robust, testable, maintainable, performant and quality code.

  • Collaborates with UI/UX designers to deliver the best possible audience experience and enabling inclusive and accessibility-first design.

  • Engages in quality management activities.

  • Collaborates with other technical leaders, including the Solution and Software Architects, to align our technical and business strategies.

  • Openly communicates with team members on an ongoing basis, being supportive and receptive to feedback and questions.

  • Actively contributes to our communities of knowledge, practice and expertise.

You are an experienced technical leader looking to apply and build upon your skills in:

  • Leading the design, development and maintenance of the media services tools that deliver live and on-demand streams to our audience through CBC’s digital streaming products.

  • Working with developers and Product owners to ensure implementations/approaches are cohesive and aligns with the system design and technical requirements set by the Technical Architect.

  • Promoting software development good practices: Reviewing PRs (pull requests), encouraging knowledge sharing and collaboration, helping the team maintain testable, maintainable, performant and quality code.

  • Coordinating and supporting development activities like coding, testing, release management with QA, debugging and bug fix.

  • Collaborating with Product, UX/UI and Architect to assess feasibility of proposed changes/features and helping to break down, clarify and prioritize work to deliver value in each sprint/product increment.

  • Opening communication and dialogue with team members on an ongoing basis, being supportive and receptive to feedback and questions.

  • Providing 24/7 rotational on call support of internal applications and identity opportunities to develop monitoring tools and/or training to phase out this support.

  • Understanding the importance of accessibility and knowing what it takes to meet the needs and inclusivity of all users.

  • Having a strong experience in migrating on-premise applications to Azure and developing cloud-native solutions using such design patterns as CQRS, event sourcing and anti-corruption layers.

  • Being a true believer in the devops mentality: aspire to improve the team’s DORA metrics, to automate tests and deployments and to shorten feedback loops between customers and the development team.

  • Having a mentoring style that promotes innovation and collaboration using such techniques as mob programming and liberating structures, using such tools as Lucidspark or Miro.

If it sounds like this is a role you are ready for, you probably:

  • Three or more years of experience in a senior application development role and a demonstrated ability to provide technical and team leadership for other developers (see Senior Application Developer role)

  • Degree (BA, BSc) or diploma in a Software Development, Science or Engineering related discipline, or you’ve acquired your skills through experience and other means

  • Strong experience with mentoring and giving guidance to other developers

  • Experienced in leading coding standards, quality management, source code management, CI/CD pipelines, release management, software development lifecycle and Agile best practices

  • Strong Experience with relational and non-relational database

  • Have excellent communication skills, with the ability to facilitate technical discussions and solicit buy-in on technical decisions.

  • A problem solver and good communicator who takes ownership of the work they do, see problems as opportunities, and shares new ideas

  • A dynamic individual who loves to learn and connect with others and are comfortable working with remote team members

  • Experienced in leading coding standards, quality management, source code management, CI/CD pipelines, release management, software development lifecycle and Agile best practices

  • Have extensive knowledge in C#, .net and the Microsoft software development ecosystem

  • Have expert knowledge in multiple CI/CD platforms such as Jenkins, Azure Devops or Github Actions

  • Strong Experience with relational and non-relational databases
