Job Summary:

As General Supervisor, Construction and Maintenance, you will report to the Manager, Facilities and Equipment Maintenance, and be responsible for supervisor and unionized staff. You will manage maintenance and construction activities at the Division's transfer stations; four (4) Maintenance and Collections Yards; and 160 closed landfill sites.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

  • Manages operations involved in the maintenance/repair of transfer stations, buildings, grounds and heavy/processing equipment. Maintains former landfill sites and provides construction/renovations within transfer stations, recycling plants, collection yards and former landfill sites; for the continuous improvement of operations and in compliance with environmental laws.

  • Effects improvements to facilities and process equipment, by providing design and construction services. Reviews drawings for projects and redesign of equipment. Represents the TS&LO Section for projects executed by the IRM Section of SWMS, or Engineering & Construction Services.

  • Maintains compactors with staff and/or contractors. Oversees the maintenance on electrical, plumbing, fire protection, HVAC, hydraulics systems for transfer stations and former landfills. Oversees/maintains pumps/pumping stations for former landfill site.

  • Oversees the maintenance of odour control for transfer stations.

  • Provides staff with safe and healthy work environment through the development/implementation of health and safety policies and accident investigations.

  • Utilizes a computerized maintenance management system (CMMS) /work order system for maintenance planning, scheduling/cost control and maintains knowledge of computer programs to perform requested work (eg: SAP, WMS, Auto Cad, Excel, etc.).

  • Provides input into the development of Key Performance Indicators to track performance of the maintenance and construction businesses of the Department.

  • Provides input into the development of Standard Operating Practices.

  • Conducts on-site inspections as necessary and/or conducts workplace inspections in regard to health, safety and environmental issues, and responds to emergency situations.

  • Prepares specifications, tender documents, purchase orders for material supplies, contractors and consultants, making recommendations for selection.

  • Liaises with suppliers and Purchasing regarding the purchasing of equipment, supplies and services. Maintains good comprehension of City’s procurement/payment processes and ensures processing of invoices is conducted as required, including Purchase card.

  • Ensures facility standards are upheld to applicable codes and regulations, construction practices and maintenance best practices.

  • Responds to internal/external complaints and makes recommendations to resolve issues.

  • Acts as SWMS Client lead for selected ECS projects while acting as a liaison with other areas regarding project operations.

  • Liaises with Corporate Labour Relations staff in preparation of arbitration cases.

  • Manages WSIB claims. Develops RTW programs with Disability Claims Consultants.

Key Qualifications:

  1. Bachelor's Degree in Engineering, or other related discipline, or an equivalent combination of education and experience.

  2. Considerable experience supervising in a unionized facility maintenance environment.

  3. Considerable experience developing, managing and evaluating goods and services contracts.

  4. Considerable experience managing projects and contract budgets, gained through years of progressively more responsible positions, that include the functions and administration of facility operations, service delivery, project planning and management.

  5. Experience utilizing a variety of software programs including Microsoft Suite, SAP, CMMS/WMS, Auto Cad.

  6. Must possess and maintain a valid Province of Ontario Class "G" Driver's License and qualify for the City's equipment operating permits and requirements.

  7. Effective team leader with a track record demonstrating innovative and results oriented leadership; the ability to promote and foster teamwork; and establish an environment for success.

  8. Ability to supervise/coach and train employees, and enhance development and performance of their skills.

  9. Ability to read and interpret schematics, drawings and blueprints.

  10. Knowledge of the Collective Agreement (Toronto Civic Employees' Union Local 416 and Canadian Union of Public Employees Local 79) and related Labour Legislation, corporate standards, policies and practices.

  11. Knowledge of federal, provincial and local codes and ordinances pertinent to plant maintenance, design, and construction.

  12. Knowledge of construction and service contract documents and specifications, and ability to coordinate and/or supervise contractors.

  13. Knowledge of purchasing procedures, By-laws, policies and guidelines.

  14. Knowledge of the OHSA, applicable regulations and legislative requirements.

  15. Any certification in Health and Safety and WHMIS would be an asset.
