Reporting to the Supervisor of Design for Local Roads, the successful candidate will provide design and engineering expertise in the CADD preparation of in-house designs as it relates to municipal infrastructure including the design of watermains, storm and sanitary sewers and local roads resurfacing, rehabilitation and reconstruction. The successful candidate will provide specialized engineering and construction services to internal clients within the City of Toronto, including Toronto Water and Transportation services..
Major Responsibilities:
Administers, prepares, co-ordinates requirements and reviews designs, reports, specifications and any documentation related to construction projects
Prepares design drawings, tenders documents and estimates for the installation, construction and rehabilitation of infrastructure to ensure contracts are carried out in accordance with City standards, specifications and procedures.
Performs design and drafting work and prepares and checks map data and products using Computer Assistant Design and Drawing (CADD) input information.
Prepares drafts of documents, specifications and agreements for the Engineers orSupervisor.
Conducts investigations, and studies for a variety of proposals, programs, and projects pertaining to the City's facilities and infrastructure.
Conducts field inspections and that proper traffic control procedures are in place. Assists the Engineers and carries out technical work for the planning, design, tendering, construction and inspection of municipal infrastructure.
Assists with the preparation of budget and tracking of expenditures. Leads projects and directs Junior staff on projects.
Develops, maintains and monitors programs andsystems.
Searches, evaluates and analyzes existing records, notes and plans. Completes reconnaissance surveys
Checks and provides progress/inspection reports on the work of contractors and developers to ensure use of safety equipment, adherence to approved designs, procedures, regulations, statutes, specifications etc.
Performs and/or monitors tests and submits results foranalysis.
Liaises with Utility companies, developers, public, contractors, etc. on pre-construction meetings, to resolve problems etc.
Prepares training course materials and conducts training courses and demonstrations Trains and directs the work of staff.
Performs and/or reviews research and calculations and analyzes technicaldata.
Investigates and responds to inquiries from the public, surveyors, consultants, contractors related to construction activity on by-law interpretation, location of property lines, encroachments, digital CADD and processes.
Formats digital data and develops base plan & profile. Configures computer files. Reviews applications from public, contractors etc. and ensures necessary specifications and requirements are met
Prepares, reads and interpret technical drawings.
Reviews engineering surveys (design and construction) for existing and new sewers, watermains, bridges, roadways and other public works projects within public highways, parks, easements and private property.
Directs the survey party in the retracement and establishment of street lines, property limits, lot lines and limits of registered plans. Acts as crew chief for land surveys and in performing calculations, integration of data, measurements, operation of equipment, etc.
Instructs and directs Engineering Technologists/Technicians in the measurement of topographic and underground surveys. Determines survey procedure to be used. Records and makes detailed drawings of same. Establishes profile cross-section and all underground elevations. Makes calculations to run both open and closed traverse lines, stadia surveys and triangulations. Makes detailed park surveys for open watercourse improvements.
Finalizes field notes and survey reports for preparation of plans and design.
Key Qualifications:
Your application must describe your qualifications as they relate to:
Graduate in Civil Engineering Technology or equivalent combination of education andexperience.
Extensive experience utilizing Computer Aided Design and Drafting (CADD) (e.g. Bentley MicroStation, InRoads to produce alignments, profiles, cross-sections, area/volume reports and other computer software used in a municipal engineering design environment including Microsoft Office Suite).
Considerable design experience in complex municipal infrastructure including roads, sewers,watermains.
You must also have:
Ability to interpret engineering drawings and documents, e.g. plans and profiles, surveys, specifications, etc.
Advanced understanding in the principles and application of Civil Engineering theories, methods and practices.
Ability to interpret and apply knowledge of relevant regulations, statutes, standards and practices related to design of linear infrastructure such as Occupational Health and Safety Act, Ontario Provincial Standards Specifications (OPSS), Ontario Provincial Standards Drawings (OPSD), Transportation Association of Ontario (TAC), Ministry of the Environment (MOE).
Advanced knowledge of construction practices andmethods.
Advanced analytical skills with the ability to perform manual and computerized mathematical calculations in an engineering environment.
Ability to work effectively with consultants, contractors, colleagues and other City employees at all levels and members of the public.
Excellent interpersonal skills with the ability to communicate effectively, both verbally and in writing, at all organizational levels.
Ability to provide direction and training to otherstaff.
