Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto Divisions, Agencies, Boards and Commissions, and external clients such as the development industry, Metrolinx, utility companies and other public agencies.

As an Engineer within the Water Treatment and Solid Waste Facilities Unit, in the Design and Construction - Major Infrastructure Section, you’ll work in a team delivering multidisciplinary projects at water treatment plants, pumping stations, reservoirs, solid waste transfer stations, organics processing facilities, and closed landfills. You will provide project management and engineering expertise for studies and during preliminary design, detailed design, construction, and post construction phases of projects.

An integral part of your job as an Engineer will be to work independently or in a team with a Senior Project Manager and engage engineering consultants by preparing Requests for

Proposals (RFPs), evaluating proposals for compliance with the City's purchasing processes and managing, overseeing and reviewing the work of engineering consultants. Working in collaboration with the client divisions, you'll also be called upon to provide project management and engineering advice, Request for Quotations (RFQs), construction tender packages, and you will oversee construction

Engineer accountabilities

Following best project management practices, and Division guidelines and manuals, you’ll work on mainly facility projects–from initiation, scoping and gathering of background information, to assisting the client and manager in preparing the capital budget and execute project up to warranty completion. For projects you manage or support, it will be your responsibility to ensure that all required permits and approvals are secured, stakeholders are identified and consulted, projects on schedule and expenditures are within budget and yearly cash flow estimates, finalizing contract payments and implementing quality control/quality assurance for construction.

Technical expertise and innovation

Valued for your professional expertise, you’ll review technical memorandums, alternate/options assessments, engineering reports, multidisciplinary engineering design drawings and contract specifications to ensure design complies with applicable guidelines, standards, specifications and other requirements. You will prepare engineering analysis, justifications and evaluations to recommend change orders for senior management approval or to advise on a major issue. You’ll conduct research and development for the effective resolution of engineering issues, as well asinitiate and lead technical studies and projects.

This highly accountable role will give you the opportunity to demonstrate your thorough understanding and knowledge ofdesign and construction processes and management, including contract law and the Construction Act, the change management process, and claim and dispute resolution processes. Knowledge and understanding the Occupational Health and Safety Act and its Regulations for construction projects, proficiency using MS Office and the ability to learn new and custom software interfaces are also required. Knowledge of City of Toronto by-laws will be considered an asset.

You will also participate on various committees that impact or contribute to service delivery improvements and employee engagement.

Communication and stakeholder management

Adept at communicating with a broad range of audiences, a key strength within our multi- stakeholder environment, you’ll represent the City on committees, attend meetings and provide

input, manage public complaints during construction, prepare presentations for Councilors, prepare construction notices and complete public consultation in line with project needs. This skill will also prove vital as you negotiate claims with contractors and consultants, and coordinate continuously

with identified stakeholders throughout the execution of the project.

Key Qualifications:

Among the other strengths you bring to the role of Engineer will be the following:

  • Post-secondary education in Civil Engineering, Environmental Engineering, ChemicalEngineering, or a related field, or equivalent combination of education and/or experience.

  • Registration with Professional Engineers of Ontario (PEO) with a P.Eng license, or licensing as a professional engineer in good standing in another Canadian province or jurisdiction with the ability to obtain a P.Eng license with PEO.

  • Project management experience in managing consulting and construction assignments in any of the following areas: water treatment, wastewater treatment, water pumping station & reservoir, wastewater pumping station, solid waste management facility, landfills, energy from waste, power plants, tunneling, complex chemical/process or other industrial plants and other relevant infrastructure or industrial projects.municipal water, wastewater, or solid waste infrastructure.

  • A valid Province of Ontario Class "G" Driver's Licence.

  • Knowledge of legislation related to the Construction Act, Ontario Water Resources Act, Safe Drinking Water Act, Occupational Health & Safety Act, Accessibility for Ontarians with

  • Disabilities Act, Environmental Assessment Act, Environmental Protection Act, Federal Fisheries Act, Excess Soil Regulation and Conservation Act.

  • Experience in writing and presenting reports, RFPs/proposals and presentations

  • Strong interpersonal skills with ability to establish effective working relationships with stakeholders, employees, client departments, outside agencies or other levels of government.
