Created in 2015 to align, lighten and modernize infrastructure, the Technology & Infrastructure (T&I) team is the backbone and the future forward arm of CBC/Radio-Canada. This is a hybrid role with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.

Reporting to the Senior Director – Capital project Management – Governance & engineering (T&I), the incumbent will be responsible for the day-to-day management of a group of employees (project managers and engineers) responsible for assessing the needs and requirements specific to the media (radio, television and digital platforms) and corporate environments, proposing concrete solutions and transposing them into systems meeting the vision of developing integrated infrastructures within the organization.

More specifically, your role will be to supervise the IT/Telecom Engineering team. This team is made up of 4 sub-groups of vital importance to Radio-Canada's operations:

  • Project support staff (installers, draftsmen)

  • Information technology and telecommunications infrastructure capital projects

  • Montreal-based information technology and telecommunications specialists

  • Toronto-based information technology and telecommunications specialists

Your duties:

Develop, supervise and mentor a team of engineers, project leads and managers, who are responsible for :

  • Participating in the definition of operational requirements for media partners (Radio/Television/Digital) as well as corporate

  • Finding solutions that meet partner requirements

  • Preparing detailed cost estimates

  • Contribution to the drafting of business proposals

  • Coordination of a multidisciplinary project team in the design and implementation process

  • Production of plans & specifications

  • Evaluation of proposals

  • Evaluation of technical and financial proposals from suppliers

  • Detailed design of technical systems

  • Production of documentation for system installation and implementation

  • Supervision and monitoring of system installation and implementation

  • Drafting of tests plans and system acceptance criteria

  • Coordinating the transfer of systems to the operational team who will manage the system throughout its useful life

Your duties will include :

  • Be a mentor and coach to your team, ensuring their well-being and progress, both technically and in terms of professional ethics and leadership;

  • Ensure that the team evolves in a healthy working environment that encourages discussion and technical exchange, so that everyone has a voice;

  • Ensure that the workload related to the realization of the capital plan is well distributed throughout the team;

  • Ensure that financial forecasts for the various projects are made on a monthly basis, and that expenditure is within budget for the current year;

  • Review, approve and publish documents produced by team members;

  • Provide specialized technical advice to internal partners from all CBC/Radio-Canada stations and bureaus;

  • Advise media components on capital project planning and participate in the development of the five-year capital project management plan;

  • Oversee tender processes for the acquisition of goods or services, approve or draft technical specifications, evaluate responses received and approve or recommend the selection of suppliers;

  • Work closely with other Engineering Solutions teams such as the Architecture and Strategic Development (ADS) team, the Production Systems (PS) team and the Project Management Office (PMO) team. Ability to identify opportunities for collaboration in order to realize synergies and deliver highly integrated projects;

  • Work closely with media and corporate partners as well as operational teams to fully understand their current and future needs, and deliver high-performance solutions that are easy to use and support;

  • Maintain a constant technology watch and stay in touch with various elements of the broadcasting industry to keep abreast of evolving practices and technologies, and to advance CBC/Radio-Canada's know-how;

  • Support the Senior Director of the department by taking on various tasks related to strategic alignment, continuous improvement, organization and management of the Engineering department.

  • Various administrative tasks related to the day-to-day management of a team, such as outlining objectives, performance appraisals, approving time cards and expense allocations, and other similar tasks;

We are looking for a candidate with the following profile:

  • Bachelor's degree in engineering, computer science or equivalent

  • Excellent communication skills (oral and written)

  • Excellent interpersonal skills, willing to work closely with colleagues in order to make them allies

  • Face-to-face work encouraged (Montreal and Toronto) given the leadership role of the position

  • Experience in managing a group of engineers and/or project managers

  • Experience in managing a team physically based in different remote locations

  • Experience working in a team-oriented and collaborative environment

  • Experience in managing small, medium and large-scale projects

  • Knowledge of business practices, drawing up plans & specifications, contracts, negotiation, finance and computer management software

  • Understanding of basic accounting standards including budgeting and financial forecasting

  • General understanding of television/radio station operations

  • Understanding the systems and equipment that make up a modern data center

  • Understanding of telecommunications systems used in the corporation, as well as wired and wireless networking technologies

  • Understanding of application virtualization, storage and information management technologies

  • Good knowledge of electrical, mechanical and architectural building systems

  • Keep abreast of the latest technologies, trends and development approaches, while remaining committed to projects and support requests

  • Ability to adapt to a fast-changing environment and good resistance to stress

  • Creative ability to motivate and foster collaborative work within a team of engineers, project managers and technicians located in Montreal, Toronto and several regional sites

  • Be innovative on a wide range of technical and operational issues and make sound decisions that protect the CBC from legal action and financial loss

  • Ability to travel, the responsibilities of this position require frequent travel across the country and occasionally abroad

  • Functional in both official languages (asset)

  • Member of the Ordre des Ingénieurs du Québec (OIQ) as a Professional Engineer or of the Professional Engineers of Ontario (POE) as a Professional Engineer (asset)

  • Two (2) years' experience in a position involving personnel management (asset)
