Job Summary:

To coordinate, design, develop, and implement digital media solutions that address the City of Toronto’s workforce communication, learning, and development needs. Focus on enhancing continuous improvement through eLearning, technology-based solutions, and multimedia content. Perform needs assessments, evaluate outcomes, and contribute to organizational performance improvement using a range of digital media tools.

Major Responsibilities:

  • Conducts research, designs, develops and manages learning initiatives to ensure that such research takes into account developments within the field.

  • Identifies, develops and conducts needs assessments using assessment methodologies. Makes strategic recommendations related to content creation to ensure communication, learning, and development contributes to performance excellence and organizational development.

  • Coordinates with project teams that initiate, develop and implement policies / programs and City-wide initiatives.

  • Leads, coordinates, and participates on multidisciplinary project teams, maintains professional relationships with other organizations and divisions. Represents the division in meetings and initiatives with other divisions, service providers, and other orders of government.

  • Participates as a member of the management team in leading organizational strategic learning and development initiatives that promote a high level of organizational effectiveness.

  • Prepares reports for managers and the director, making recommendations on changes in operational processes, including resource allocation.

  • Deals with confidential and sensitive information regarding operations, assets and resources, proposed or new management initiatives, strategies or programs, and investigations of a confidential nature.

  • Ensures high quality customer service through improvement strategies including communications, learning and development, public education, technological improvements and best practices.

  • Makes recommendations to Divisional Senior Management regarding learning and development and participates in the implementation of related policies.

  • Develops and ensures appropriate information and communication strategies and/or dissemination briefings to Senior Management.

  • Develops plans and other planning processes to ensure operational effectiveness based on the thorough understanding of divisional business cycles and processes.

  • Develops and implements a divisional staff training plan that includes the development of skills profiles for all positions, identification of skill gaps, and the development and evaluation of training plans that contribute to organizational development

  • Ensures legislative, policy, and procedural changes are integrated with the overall communication, learning, and development strategy.

  • Coordinates the development of learning based on corporation strategic direction and Divisional priorities, service standards and objectives; develops comprehensive reports related to the design, implementation, delivery of training

  • Research, evaluate and identify potential training providers.

  • Coordinate, implement, and facilitate internal and external learning programs that contribute to performance excellence and organizational development.

  • Develops and coordinates the evaluation of learning content to monitor and improve quality and effectiveness.

  • Deliver, implement, facilitate, and evaluate communication, and learning and development programs with the use of divisional and packaged software

  • Coordinates the collection and conducts analysis of evaluation data and needs assessment data.

  • Identifies, develops and implements communication and promotional strategies and material to support Divisional initiatives.

  • Coordinates the development and distribution of documentation.

Key Qualifications:

The primary responsibilities of the Coordinator Development & Training (Digital Media) position include, but are not limited to:

  1. Post-secondary degree or diploma in adult learning and/or digital media creation or an equivalent combination of education and/or experience.

  2. Extensive experience with digital development tools for eLearning module authoring, animation creation, video and audio editing. Examples of software include Articulate Storyline, Vyond (formally GoAnimate) , Adobe Captivate, Adobe Premiere Pro, Adobe Animate, Adobe After Effects, Adobe Character Animator, Camtasia, VideoScribe.

  3. Considerable experience in creating and editing multimedia elements such as graphics, animations, audio, and video that enhance digital learning content.

  4. Proven expertise in coordinating projects through meticulous planning, resource management, and effective communication to ensure timely and successful completion.

  5. Exceptional ability to manage multiple projects simultaneously with aggressive timelines by employing strong organizational skills, prioritization techniques, and efficient resource allocation.

  6. Proven ability to provide strategic consulting by analyzing client needs, offering expert recommendations, and delivering actionable solutions that drive business improvement and success.

  7. Proven track record of managing stakeholder relationships effectively through strategic engagement, transparent communication, and tailored solutions to align interests and drive project success.

  8. Proficient in designing and developing digital learning content that adheres to AODA accessibility standards, ensuring inclusivity for learners with disabilities.

  9. Experience with LMS platforms, including basic configuration, content management, and user support, combined with a solid understanding of e-learning fundamentals would be an asset.

  10. Extensive experience at an advanced level with desktop applications such as M365, Outlook, SharePoint, MS Project, MS Visio, OneDrive and SharePoint.

  11. Senior level analytical skills to research problems and the ability to assess end-user needs and translate them into effective digital media assets.

  12. Demonstrated skill in conflict resolution by addressing issues proactively, facilitating constructive discussions, and finding mutually agreeable solutions to maintain positive working relationships and project momentum.
