Since 1883, Toronto Public Health (TPH) has been protecting and promtiong the health and well-being of all residents across the City of Toronto . With this goal in mind, the TPH Division works to prevent the spread of disease, promote healthy living and reduce health inequities. Reporting to the Board of Health, it also monitors the health status of Torontonians to better respond to ongoing and emerging health needs, and develops and implements public policy and practices that enhance the health of individuals, communities and the entire city.

As an Associate Medical Officer of Health, you will play a pivotal role within Toronto Public Health by providing medical direction, consultation and expertise related to population health assessment and surveillance, health equity, health promotion and policy development, health protection, disease prevention, emergency management, and other public health issues. You will execute legislative authority under the Health Protection and Promotion Act.

Reporting to the Deputy Medical Officer of Health, you will provide leadership and direction for the planning, delivery and evaluation of services and standards required to effectively deliver public health operations in compliance with applicable statutes, Ontario Public Health Standards, and City Council directives. Leading by example with a customer focus

This senior mandate will see you participating in providing 24/7 medical coverage for the management of urgent public health issues and emergencies including Control of Infectious Diseases, Infection Control in Institutions, Health Hazard Investigation, and Emergency Response. In addition, you will ensure that investigations of reportable diseases are carried out in accordance with provincial legislation and protocols in the Health Protection and Promotion Act and best practices.

Strategic orientation, continuous improvement and change

Both a strategic and a lateral thinker with planning and analytical skills, you will implement programs that make major changes in overall business performance based on long-term needs. You will also contribute to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, and by providing program management staff with the direction, guidance, processes and tools they need to increase efficiencies and improve the effectiveness of services provided.

Accountability and innovation at work

As a subject matter expert, you will advise the Medical Officer of Health and Deputy Medical Officers of Health. You will provide medical expertise and advice to program managers and front-line investigators on the follow-up of disease episodes, outbreaks and environmental health investigations, and appropriate prevention and control measures, as required. You will also provide education and training for Public Health and Preventive Medicine residents at the University of Toronto and other academic institutions. You make recommendations on the control of outbreaks of disease in homes for the aged, day nurseries, schools and other institutions, and assist in creating policies and procedures for the investigation and control of specific diseases, including Category A bioterror agents. First responder agencies, including police, fire and emergency medical services, will also count on you for medical expertise and advice on mitigation of, preparedness for, response to, and recovery from a chemical, biological, nuclear or radiological event, or a natural disaster.

Adept at managing competing priorities and demands in a rapidly changing environment, you will lead and motivate a diverse workforce and contribute to resolving controversial labour relations issues. You will facilitate effective teamwork, high standards of work quality and organizational performance, and promote continuous learning and innovation. Your financial management, operational and capital budget experience will have prepared you, as well, to help develop and administer the annual budget for the applicable programs, and ensure that program expenditures are appropriate.

Relationship building and political acuity

An effective relationship manager and communicator across various divisions with key and high-profile internal and external stakeholders at all levels, including political representatives and the media, you are well equipped to establish and maintain strong partnerships for strategic policy and research initiatives with key community groups, academic institutions and governmental and non-governmental organizations. These strengths will prove equally valuable in your role as spokesperson for Toronto Public Health, which will call for you to provide media interviews, attend community meetings, respond to individual enquiries and attend meetings with other government officials (both within and outside the City of Toronto).

Among the other strengths you bring to the role of Associate Medical Officer of Health will be the following key qualifications:

  1. Graduation from an approved medical school, registration with the College of Physicians & Surgeons of Ontario, and a licence to practise medicine in the Province of Ontario.

  2. Fellowship in Public Health and Preventive Medicine with the Royal College of Physicians & Surgeons of Canada.

  3. Experience leading diverse teams, preferably in a unionized environment.

  4. Experience setting strategic direction, and managing the delivery of programs and initiatives that create service improvement and efficiencies.

  5. Experience in facilitating, influencing and engaging diverse stakeholders, and the coordination and execution of projects that span multiple sectors or disciplines.

Your success in this senior position will benefit significantly from your ability to create innovative solutions to operational and administrative challenges, and to develop and implement recommendations for improvements to existing policies, programs and processes, as well as your capacity to effectively plan, develop, implement and evaluate complex administrative and operating systems. A proven ability to act in an ethical and transparent manner, in compliance with the corporate code of conduct, is essential.
