Job Summary:
Reporting to the Manager, Capital Projects and working closely with the Director, Capital Projects Design & Delivery, the Senior Project Manager will lead the Division's Ferry Fleet Replacement capital project. This role involves overseeing the construction of new electric ferry vessels and development of associated electrical and other upgrades at the Jack Layton Ferry Terminal.
The construction, launch and operation of these new electric ferries represent major milestones for the City of Toronto in terms of transportation, climate action and the visitor experience at Toronto Island Park. Operation of the new ferries will enhance ferry fleet reliability, reduce greenhouse gas emissions and enhance the passenger experience for residents and visitors traveling to and from Toronto Island.
Construction of two new electric ferries has been awarded. Upgrades to the Jack Layton Ferry Terminal and its berths are planned to accommodate and charge the electric ferries at the terminal, including both the new vessels under construction and future replacement ferries. The Senior Project Manager will lead Parks, Forestry & Recreation’s delivery of these initiatives, supervising a team of City staff, consultants and contractors.
This role involves collaboration and alignment with ferries operations staff, procuring and overseeing contractors and suppliers, and collaborating with various City divisions and agencies such as CreateTO, Environment & Climate and others.
The Senior Project Manager will bring proven leadership and project management skills and experience to this portfolio, including experience with complex and high-profile facility design and construction projects. The Senior Project Manager will provide both technical expertise and problem-solving skills to advance multiple project components in parallel. Collaborating with elected officials, stakeholders and members of the public, the Senior Project Manager will demonstrate strong communications skills and political acuity. Experience leading the delivery of marine, waterfront and/or civil engineering projects in particular is an asset.
Major Responsibilities:
Provides leadership and direction during the scoping, procurement, design, consultation, construction, delivery and commissioning phases of the Ferry Fleet Replacement capital project and other strategic projects.
Applies project management best practices and strategic approaches to project risks and issues, resolves conflicts and mediates disagreements.
Ensures all required approvals and permits are identified and secured.
Negotiates innovative solutions to complex planning and infrastructure challenges involving multiple stakeholders to achieve the City's parks and recreation objectives and service standards.
Develops project statements, detailed work plans, project charters, governance structure, schedules, budget and staff resource plans and training material to support the Project Management Framework for new processes and procedures to ensure a common methodology is applied to all projects.
Reviews, evaluates and recommends the overall scheduling of construction projects. Manages scope of capital projects/initiatives to ensure it remains within approved budget and timeframes. Monitors progress to reduce risks and initiates timely corrective action when required.
Reviews and prepares construction cost estimates and prepares cash flow forecast for assigned projects. Develops, recommends and administers the annual capital budget for the work program, and ensures that expenditures are controlled and maintained within approved budget limitations.
Identifies operating impact on new capital assets for submission as part of the division's annual Operating Budget.
Facilitates contract management for various services and products, prepares RFQ/RFP, evaluates bids, and, monitors contracts. Develops, prepares and negotiates agreements with suppliers, contractors, other divisions, partner organizations, and user groups.
Ensures that asset management, financial planning, control, performance measurement and reporting are in compliance with Corporate and legislative requirements and supports the Division's goals and objectives.
Reviews and approves contract payments.
Supervises various unionized section staff in a project management context. Manages, hires, motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others. Schedules, assigns and reviews work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary. Investigates, documents, prepares and collects information and recommends staff disciplinary action when necessary. Testifies/reports to mediations, arbitrations, and lawsuits.
Works collaboratively and in conjunction with the Corporate Employee Relations team when providing advice on collective agreements and in administering Collective Agreement matters. Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the division. Liaises with WSIB Consultants to manage workplace injuries, costs and return to work, and ensures regular meetings of Ministry approved health and safety committees.
Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities; recommends and coordinates innovative corporate solutions using sound professional judgement, conflict resolution and negotiation skills to successfully manage sensitive and controversial matters.
Creates and manages interdivisional, interdisciplinary and interagency teams and consultation processes to expedite capital works delivery while addressing political, community, business and other stakeholder interests.
Develops appropriate partnerships with Agencies, Boards, Commissions and private sector utilities to advance infrastructure priorities in coordination with approved Capital Projects.
Engages and consults with internal and/or external stakeholder groups throughout the project lifecycle facilitating internal workgroup meetings to ensure opportunities for input.
Meets regularly with developers, contractors, external stakeholders, and staff in other divisions and agencies and conducts on-site inspections to ensure City's standards and legislative requirements are met in the delivery and/or protection of park and recreation facility assets.
Provides ongoing tracking of the Council directives and ongoing corporate/divisional initiatives and coordinates strategies, positioning and communications documents and plans as required.
Investigates, reviews, approves and implements appropriate actions for satisfactory resolution related to issues that arise from deputations at Standing Committee(s) or Community Council(s), or through the delivery of the park asset or infrastructure implementation, including issues, complaints and/or general inquiries received from Members of Council and the public. Ensures quality customer service by providing timely, cost effective and optimum delivery of services.
Supports the Director of Capital Projects at various committees and Council meetings. Ensures that the Director PDCP is prepared with the required briefings and presentation materials relating to the delivery of the projects.
Develops briefing notes and reports for presentation relating to the delivery of the programme, and associated issues to senior management, standing committees, partners, and Council for strategic decision making; prepares and submits correspondence to the Director, General Manager, various Council Committees and Board of Management.
Represents the division/branch by providing leadership and technical expertise at project, community consultations, partnership and Committee meetings with Members of Council, service providers, various levels of government, outside agencies and community groups, environmental groups and other stakeholders to support strategic divisional and corporate initiatives.
Communicates any potential situations of media attention to the Director/Manager/Program Manager; makes recommendation on course of action and ensures the Director/Manager/Program Manager are apprised of issues impacting projects.
Establishes program and project goals and objectives, develops project control procedures and quality assurance measures and mechanisms. Develops and implements approaches to measure and report performance for services provided, including the development of KPIs.
Researches industry standards and development to ensure use of best practices and that legislative requirements are met.
Provides support for on-going strategic planning and development of city-wide service direction, functional standards, policies and procedures, in consultation with other City divisions, government agencies and community stakeholders.
Ensures compliance with and a thorough understanding of the Collective Agreements; Provincial Collective Agreements; and corporate and divisional policies, procedures and guidelines, and City by-laws. Acts as a resource person for public inquiry on program activities.
Responds to emergency and priority situations by anticipating problems, making decisions, deploying appropriate financial and human resources. Provides senior level operational support to the Director and General Manager and coordinates branch operations support issues including labour disruption, weather related emergency response, the smog and heat alert protocols and other divisional operational issues.
Key Qualifications:
Post-secondary education in naval architecture, marine engineering, civil engineering, construction and/or project management along with relevant experience in the delivery of naval work or complex recreation facilities and vertical infrastructure projects; or an equivalent combination of education and experience.
Extensive experience in developing Requests for Proposals, Construction Tenders, technical specifications, cost estimates, design development and construction management.
Extensive experience in writing and presenting executive-level reports and establishing working relationships with multiple stakeholders such as Councillors, the public, community groups, consultants, contractors and external stakeholders.
Considerable experience analyzing and negotiating client and end-user requirements to define objectives for capital project delivery.
Experience supervising, motivating, coaching and developing a group of capital project delivery professional staff while overseeing a complex work program requiring ongoing prioritization to meet often conflicting deadlines.
Considerable experience controlling expenditures and administering capital project budgets.
