Job Purpose

This position within the Transmission & Distribution Line Engineering and Standards organization is under the general direction of the Lead Supervisor, Telecommunications Attachments Group and is responsible for supporting the third party application and licensing process. National Grid is required to allow access to 3rd party customers who make attachments to our solely and jointly owned Distribution and Sub-Transmission Poles. This role will focus on supporting all day-to-day third party application management, including application intake, monitoring of design and construction progress and associated billing. The position supports the New York business and will work closely with the New England Third Party attachment group.

The responsibilities of this position include managing third party attachment applications from intake through licensing; understanding regulatory requirements and assuring compliance with applicable attachment agreements, NESC and National Grid Standards; management of billing and tracking customer payments for initial attachment fees as well as design & construction costs; developing and creating status reports to monitor projects through Engineering Design and Construction; relationship management with internal stakeholders and external customers for scheduling and coordination.

Key Accountabilities

  • Responsible for the thorough understanding and consistent, non-discriminatory application and monitoring of 3rd Party Attachment policies and procedures, and information systems within National Grid’s upstate New York (NMPC) jurisdiction including (but not limited to):

  • Coordination with external customers and third party attachers on application life cycle and project status

  • Understanding and application of applicable standards, attachment agreements, licenses, and relevant legislation pertaining to third party attachments / attachers

  • Regulatory reporting relating to third party attachments

  • Coordination with internal stakeholders including distribution design, engineering, standards, overhead electric, customer and community engagement, general counsel and others as needed

  • Management and coordination with joint pole owners and joint utilities

  • Knowledge and support of customer invoicing / billing and associated revenue reconciliation

  • Develop and maintain positive working relationships (internally and externally) with a focus on the resolution of customer concerns and fulfillment of National Grid‘s contractual and legislative obligations

  • Manage necessary training and knowledge sharing for company personnel and customers to promote current technology, company standards, and innovative solutions to meet customer requirements

  • Assist in the development and implementation of asset and business strategies, policies and procedures within the upstate New York jurisdiction to assure National Grid meets customer requirements and maintains system reliability

  • Develop and report on specific performance indicators to be established and communicated between all responsible organizations to address:

  • Workflow management reports

  • Revenue Reconciliation

  • Project budget, cost and schedule performance

  • Application Lifecycle

  • Other business and audit required data reporting

Supervisory/Interpersonal- Experience Required

  • Working knowledge or ability to gain understanding of applicable OSHA, NEC/NESC and National Grid standards.

  • Project Management knowledge to work through internal and external issues associated with varied customer related project matters.

  • Understanding of safe/acceptable work practices related to Electric OH and UG distribution and sub-transmission facilities and communications space.

  • Ability to understand contracts, orders, standards, engineering design drawings and technical information.

  • Understanding of National Grid’s process asset management, and billing systems that are associated with electric distribution and sub-transmission infrastructure and systems.

  • Competent technical communication responsibilities for the development and deployment of Policies, Process Rows, Training instructions, Presentations, regulatory Information Request responses, proposed contract changes (i.e., MOU‘s), etc.

  • Analytical skills to aggregate information from different systems, understand and coordinate data, and make decisions to prioritize and track decisions.

  • Understanding of legislative and regulatory directives relating to all aspects of the associated utility infrastructure attachments.

  • Provide the required support for the proper representation of National Grid’s position to regulatory and legislative staff in designated proceedings and associated regulatory Information Requests.

  • Adaptive skills to manage influxes of high work volume and changes of priorities at critical times to ensure National Grid’s obligations are fulfilled within inter and/or regulatory required timeframes.

  • Organization skills to keep track of policy and policy changes and ensure latest versions are being worked with as well as tracking work tasks for reporting purposes

Qualifications

  • Associates or approved Technical Degree in the fields of Engineering, Business Administration or equivalent 1-3 years qualifying experience. A Bachelor’s or other advanced degree or diverse utility management experience is preferred.

  • Understanding and experience with National Grid‘s Enterprise and Customer information systems, specifically STORMS, GIS, PowerPlan, SAP, Business Objects

  • Strong overall PC skills with proficiency in MS Office Suite; specifically, MS Excel, Outlook, Teams, , Power Point, and Word.

  • Knowledge of budget process, financial accounting, customer relations and account management, engineering and design process, Operations, and associated procurement and regulatory processes.

  • Understanding of process improvement and problem solving techniques

  • Strong communication (verbal and written), contract negotiations and administration skills.

  • Creative contributor in a team environment while also self-motivated to promote continuous positive business change.

  • Valid driver’s license and acceptable driving record.

Salary

$91,000 - $107,000 a year

Internal candidates will be assessed and provided offers against the minimum qualifications of this role and their individual experience.
