Job Purpose

3rd Party Licensing and Outdoor Lighting is a function of the Transmission & Distribution Line Engineering and Standards organization and is responsible for the end-to-end management of Outdoor Lighting procedures and 3rd party application intake and procedures. Candidate will perform preporatory activities related to the sale of street lighting assets, rate case and/or tariff filings, and assist the legal department with matters associated with Outdoor Lighting. Candidate should demonstrate the ability to build an independent opinion of customer needs, problems, and/or opportunities and design appropriate solutions. Candidate will perform activities related to the sale of street lighting assets as well as conversions of existing company-owned assets to LED/future technologies, and smart city processes. The Telecommunications Attachment Group (TAG) manages the intake of attachment applications to National Grid distribution and sub-transmission assets, including application intake, invoice, design and electric make-ready coordination, and licensing. The candidate will perform Outdoor Lighting (OL) and Telecommunications attachment Group tasks, and build strong strategic relationships with key stakeholders across the business.

Key Accountabilities

  • Build strong and efficient relationships with key internal players such as Customer & Community Engagement, Legal, Operations, Regional Account Services, Regulatory Pricing, Risk & Insurance, Distribution Design, Engineering Standards, and IS – to deliver high internal and customer satisfaction.

  • Collaborate and coordinate with National Grid departments, clients and external agencies/bodies in order to process, produce and collate documentation and requests related to legal procedures for 3rd Party Licensing and Outdoor Lighting.

  • Planning and tracking of various filings required by regulatory and judicial agencies in order to support the legal requirements related to the TPL-OL business.

  • Support planning and deliverables that relate to Rate Case preparation, PSC Tariff 214, and relate Agreements.

  • Maintain and manage legal and other relevant information, through the use of software systems and databases in order to ensure data is accurate and accessible.

  • Undertake analysis, research and interpretation of varying complexity in order to support colleagues in the design of legal solutions and determining decisions.

  • Responsible for the thorough understanding and consistent, non-discriminatory application and monitoring of 3rd Party and Supplemental Attachment policies and procedures, and information systems within National Grid’s upstate New York (NMPC) jurisdiction including (but not limited to):

  • Coordination with Customers on application life cycle and project status

  • Understanding of Standards, Attachment Licenses, and Legislation

  • Regulatory Reporting on 3rd Party Attachments

  • Management of Joint Ownership relationships with other pole owners

  • Assisting in revenue reconciliation communications

  • Identify, design, and implement enhancements to existing well organized policies, processes, and systems to improve efficiency and performance related to all aspects of TPL-OL efforts.

Supervisory/Interpersonal- Experience Required

Qualifications

  • Bachelor’s Degree or Associate’s Degree with Paralegal Certificate desired. Experienced in Analytics and paralegal work across a range of fields and disciplines.

  • Highly Desirable experience in Analytics.

  • Demonstrate effective oral and written communication skills.

  • Knowledge of legal terminology, techniques, forms, documentation and approaches in order to deliver a range of legal support to the department.

  • Knowledge of relevant National Grid legal processes, and approaches, as well as relevant federal, state and local procedures and rules.

  • Demonstrates high level of organizational skills

  • Knowledge of current trends within the industry and developments in Attachments and Outdoor Lighting.

  • Knowledge of National Grid's business operations, company policies and practices.

  • Knowledge of standards, procedures and safety practices related in the fields of work.

  • Valid Driver's License to facilitate travel, as necessary, across US service territory.

Salary

$80,000 - $93,000 a year
