ATTENTION APPLICANTS: This is a temporary unclassified position anticipated to last for one year with the possibility to extend for up to two additional years.

We are seeking a dynamic, collaborative, and results-driven Workforce Planning and Management Director to lead our agency’s strategic workforce planning and management program. In this pivotal role, you will be responsible for shaping and executing workforce strategies that align with the agency’s long-term business objectives, ensuring we have a workforce ready to deliver our services and drive success. You will oversee the planning, integration, and delivery of an agency-wide plan for talent optimization utilizing data analytics while collaborating across departments to develop data-driven solutions. Responsibilities are to:

  • Align the needs and priorities of the agency with its workforce.

  • Manage and implement the agency’s Strategic Workforce Management Plan.

  • Develop and manage metrics and reporting mechanisms in support of workforce planning and management, and strategic staffing.

  • Develop and implement agency programs for Science, Technology, Engineering, and Math (STEM), trades career exploration and outreach, and the overall employee experience.

  • Supervise a team of three professionals.

This position is located at Central Office in St. Paul, MN and has the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on occasion.

Minimum Qualifications

Two years of managerial experience OR three years of professional supervisory experience OR four years of advanced professional experience that demonstrates the following:

  • Experience leading, developing and implementing workforce programs, goals, and objectives, including your experience developing and implementing workforce strategies for both short-term and long-term impact.

  • Experience influencing and guiding change within an organization.

  • Experience developing workforce metrics and goals.

  • Experience advising leadership, managers, and stakeholder groups on recommendations and decisions.

Preferred Qualifications

  • A bachelor’s degree or master’s degree in Human Resources, Psychology, English, Public Administration, Organizational Behavior, or other closely related field.

  • Experience supervising or leading staff.

  • Public sector human resources experience.
