Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a highly motivated and creative candidate to be the Workforce Housing and Federal Programs Manager in the Multifamily (MF) Division. This position is part of the 10-person MF Programs Team that coordinates several of the state and federal capital funding programs that help to produce affordable rental housing across the state. This position will lead the implementation and management of the federally appropriated HOME American Rescue Plan (ARP) program. This position will also provide program support to the federally appropriated HOME Investment Partnership (HOME) and National Housing Trust Fund (NHTF) programs; state appropriated Workforce Housing Development Program (WHDP); and state and federal programs as needed.

Essential Job Duties

  • Develop, implement, and monitor the WHDP, including establishing goals and timelines, and modifying the program guide, procedures, policies, and templates.

  • In coordination with a project consultant, manage HOME-ARP implementation, including managing the consultant contract, coordinating internal teams, and overseeing all aspects of program implementation.

  • Assist in the implementation of the HOME and NHTF program, including the program guide, materials, and templates.

  • Develop deep knowledge of current state and federal law and stay up to date on changes in regulations, guidelines, and best practices. Monitor any rule or regulation changes to ensure ongoing compliance.

  • Represent Minnesota Housing as a subject matter expert for the agency with internal staff and external stakeholders, at conferences and other public events.

  • Work closely with other professionals, attorneys, and Agency staff. Also work closely with outside customers to provide technical assistance on program rules and procedures.

  • Provide cross-support to Multifamily Programs Team projects, activities, and tasks, which includes the MF Consolidated RFP and the Qualified Allocation Plan.

  • Perform other duties as assigned.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.   • Three (3) years of experience managing an affordable housing program with experience including working with policy development, implementation, tracking and coordination of program regulations and/or program funds.

  • A Bachelor’s degree in Business, Finance, Accounting, Housing, Real Estate or Community Development/Planning may substitute for one (1) year of experience; OR a Master’s degree in Business, Finance, Accounting, Housing, Real Estate or Community Development/Planning may substitute for eighteen (18) months of experience.

In addition to the qualifications listed above, the following is also required:

  • Experience developing and implementing complex projects, programs and procedures that may have competing priorities, scarce resources, and/or specific timelines. Advanced project management skills.

  • Ability to think and work strategically, resolve problems, and drive results in a complex environment.

  • Leadership skills sufficient to lead strategically; build relationships; monitor outcomes; and guide and communicate with staff and partners. Promote cooperation and develop effective working relationships with internal staff and program partners sufficient to further Agency programs.

  • Ability to develop a thorough understanding of state statutes, policies, and procedures related this program.

  • Experience communicating with members of the public, co-workers, committees, interest groups, and large formal groups, including agency leadership and the Board of Directors, sufficient to exchange ideas and information clearly, constructively, and appropriately. Communication skill sufficient to preparing letters, recommendations, memos, reports, and technical papers sufficient to relate ideas in a concise, logical, readable, and appropriate manner.

Preferred Qualifications

  • Underwriting (Rental or commercial) experience.
