The Office of American Indian Health (OAIH) is seeking a dynamic and experienced leader to serve as Tribal Practices Coordinator. This role is vital in providing professional leadership and strategic direction to the OAIH Program Team. The successful candidate will be responsible for overseeing the planning, implementation, coordination, and evaluation of culturally based community solutions, including the American Indian Special Emphasis grant program and other grant initiatives supported by the state legislature and additional funding sources.

In this role, you will contribute to OAIH’s mission of promoting strengths-based, community-led approaches to cultural preservation and revitalization, fostering well-being across Tribal and American Indian communities. Your leadership will also support broader Minnesota Department of Health (MDH) efforts in working with Tribal and urban American Indian community partners.

Key Responsibilities include:

  1. Provide leadership, strategic planning, and alignment for OAIH’s American Indian Special Emphasis grant program and other grant programs and initiatives related to culturally based community solutions as needed.

  2. In conjunction with the American Indian Health Equity Research Scientist, lead the evaluation of the American Indian Special Emphasis grant program and other qualifying grant programs as required by Chapter 70 Article 4 Department of Health Sec. 21. [144.0758] and as identified as part of OAIH’s goals.

  3. Provide leadership and consultation for best practices and policy recommendations for OAIH and MDH for efforts that support culturally based community solutions, upstream prevention, inclusion of cultural and traditional practices, and center Tribal sovereignty across MDH programs.

This position may be eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls. The option of teleworking will be based on the business needs and manager discretion. Commuting to the St. Paul office and other MDH office locations across the state may be required. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Minimum Qualifications

To ensure proper crediting, please have experience and years clearly stated within the resume.

Two years of experience conducting American Indian culturally based program planning and/or evaluation including the following:

  • Demonstrated ability to write reports and grant-related outcomes in a clear, concise, and understandable form.

  • Experience with Microsoft Office Suite (Word, Excel, PowerPoint).

Experience to be assessed during the interview:

  • Ability to center and apply an American Indian cultural lens to all program components.

  • Deep understanding of Tribal sovereignty and Indigenous evaluation frameworks.

  • Human relations skills sufficient to coordinate consensus building and guide the expectations of project staff, stakeholders, and related partners using a variety of communication styles.

  • Written and oral communications skills sufficient to translate project information to a diverse audience of both technical and non-technical stakeholders and related partners.

A degree in public health, sociology or related field may count towards professional experience as follows:

Doctorate degree may substitute for two years of experience; Master degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associate degree may substitute for six months of experience.

Preferred Qualifications

  • Comprehensive knowledge of public health and social determinants of health.

  • Knowledge of American Indian public health issues and disparities data.

  • Knowledge of Tribal sovereignty in relation to state government and government to government relationships.

  • Knowledge of the MDH functions, policies and procedures related to grant-management and finances.
