Tribal Affairs is vital to uphold the unique government to government relationship between the eleven Tribal Nations in Minnesota and State Government.

The Tribal Liaison will be a representative of Explore Minnesota with State and Tribal government officials and ensures adequate communication of information. The level of knowledge of tourism, livability and/or economic development marketing must be sufficient to critique, evaluate, and assure process improvement. The impact and sensitivity of decisions requires a working knowledge of immediate and continuous effects on Tribal Nations and the Agency. This role will conduct comprehensive review of programs to evaluate compliance with EO 19-24 and policy so that management and Tribal Officials are informed about program activities.

The Tribal Liaison position will lead the integration and development of Tribal Programs, ensures compliance with Governor Executive Order 19-24, dictates Explore Minnesota (EMN) Tribal Policy and supports the negotiation of agreements with Sovereign Nations on behalf of the Agency. Under the direction of the Executive Director, this position provides comprehensive and technical expertise to:

  • Negotiate, develop, and enhance policy and agreements with tribal governments.

  • Lead strategic partnerships and manage relationships representing Explore Minnesota.

  • Develop, deliver, and maintain trainings on tourism, livability and/or economic development marketing; and

  • Mitigate and reconcile for respect of cultural and historic resources.

Job duties include, but are not limited to:

  • Serve as the agency’s external-facing Tribal Liaison between the Explore Minnesota and Minnesota tribal governments by developing, enhancing, and maintaining effective working partnerships. Create/facilitate opportunities to incorporate Native American perspectives into EMN’s programs, policies, and procedures.

  • Provide expert advice and guidance to EMN council members, senior leadership and other staff in consultation and collaboration with tribal governments.

  • Oversee Tribal Nations grant programs, external partnerships and ongoing Tribal Nation/Native American-specific programming.

  • Support and participate in the Tribal-State Relations training program, including the development and implementation of EMN-specific training for staff and/or external partners

  • Perform special projects and related duties as assigned by the Executive Director.

Minimum Qualifications

Bachelor's degree in Indian Affairs, Tourism, Communications, Cultural Studies or related field and 3 years of experience listed below.

OR

Four years professional work experience in any of the following areas:

  • Experience interacting or participating with tribal governments.

  • Experience working with and building relationships with the American Indian community.

  • Demonstrated experience working in a collaborative and consultative manner to accomplish goals and objectives in cooperation with tribal governments.

  • Strong oral and written communication skills sufficient to communicate complicated technical information clearly and present information to stakeholders and lead meetings.

  • Strong interpersonal skills sufficient to mediate, persuade, negotiate, and manage relationships with American Indians, department staff, and other stakeholders, and effectively resolve problems or issues.

  • Ability to work in a collaborative manner to accomplish goals and objectives of the Department in cooperation with tribal governments.

  • Ability to develop and revise policies and procedures

  • Ability to build support among American Indian tribes for agency initiatives and programs.

  • Ability to work in a collaborative manner to accomplish goals and objectives of the agency in cooperation with tribal governments

Preferred Qualifications

  • Knowledge of government organizations, functions and relationships

  • Tribal government work experience.

  • Knowledge of the history, values, customs, and attitudes of the MN Tribal communities to sufficiently design outreach efforts to these communities.

  • Experience leading or advising committees, work groups or advisory groups
