In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Systems Business Lead represents the Economic Assistance and Employment Supports Division (EAESD) on changes to the eligibility system for cash, food assistance programs, and MAXIS healthcare programs to help create system efficiencies and reduce program error rates. This position participates in MNIT projects and maintenance work in the MAXIS eligibility system and is responsible for BlueZone Scripts used in MAXIS and provides back-up to WEBI and other reporting tools using MAXIS data.

This position functions across program lines and encompass all aspects of cash, food assistance, and MAXIS healthcare programs in the development of procedures and processes of MAXIS system projects maintenance and scripts. The responsibilities include leading staff, assessing resources, recommending work assignments, measuring performance and results, coordination with policy and MNIT, evaluating, and communicating within division and to internal and external audiences. The goal of this position is to work with county and tribal agencies to implement effective strategies to administer the cash, food assistance, and MAXIS healthcare programs and improve the accuracy and timeliness of benefits to program participants. Responsibilities include:

  • Lead the development, coordination, documentation, maintenance, and direct support of MAXIS BlueZone Scripts.

  • Provide leadership, guidance, technical or functional expertise and coordination of training DHS, county, and tribal staff on the appropriate use of scripts and troubleshoot any issues that arise with the use of scripts, used by county and tribal staff; provide back-up to WEBI duties.

  • Be the Project Manager on a variety of projects and the Idea Coordinator for the Enterprise Portfolio Management (EPM) process for EAESD.

  • Represent EAESD on MNIT projects and provide operational support for various MAXIS functions and additional software changes and tools to aid in the administration of cash, SNAP, and healthcare programs as well as participate in special technology projects, including System Modernization.

Minimum Qualifications

3 years of professional experience with BlueZone Script writing (or other similar tools), reporting tools and report preparation, and management of computer based products. Experience must demonstrate at least one of the following:

  • Interpreting/reading script writing or use of scripts

  • Project management experience

  • Knowledge and understanding of different software applications

  • Experience with cash and SNAP eligibility determination.

AND experience in two or more of the following:

  • Program evaluation

  • Research relating to best practices

  • Statistics/data analysts

  • Data management

  • Continuous improvement

  • Business analysis

  • Project management

  • Work group facilitation

Preferred Qualifications

  • Knowledge of cash and food assistance programs

  • Expertise in use of MAXIS, scriptwriting, testing, and problem-solving

  • Knowledge of MEC² eligibility systems

  • Variety of experiences working effectively with others from different backgrounds and cultures.
