In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As the Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) Supervisor you will plan, direct and supervise the Supplemental Nutrition Assistance Program (SNAP)-Employment and Training (E&T) program. This includes supervising staff, establishing a request for proposal (RFP) process that encompasses publishing an RFP, develop the review process for the RFP, identifying successful applicants, on-boarding, supporting and monitoring grantees. In addition, this position will be responsible for program partnership and integration with other program areas within to DHS, soon DCY with but not limited to: SNAP Outreach, SNAP Policy, Research and Evaluation and externally with but not limited to DEED and Office of Higher Education. Responsibilities include:
Oversee and manage the Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) program and processes.
Supervise the team of SNAP Employment and Training staff, Department of Economic of Employment and Development SNAP E&T staff liaison, and coordinate with the SNAP E&T Operations staff person.
Initiate, build and sustain strategic partnerships essential to carry out the mission of the program and advancing innovative policy and program initiatives to increase SNAP E&T initiatives.
Direct and manage grant making and evaluation components of SNAP E&T’s work to ensure transparency and accountability of programming funding.
Minimum Qualifications

Demonstrated leadership experience, which can include:
Experience as a supervisor, lead worker, team lead, project lead
Completion of a State of Minnesota leadership program (e.g. Emerging Leaders Institute - ELI)
A paid/unpaid position leading a program or chairing a committee (e.g. Employee Resource Group - experience must include:
AND
3 years of professional program or project manager experience, which demonstrates experience in:
Anti-poverty programs, including those with barriers impacting low-income individuals
Food and nutrition programs
Interpreting federal and state laws and regulations related to administering programs
Assessing the program planning process to determine or verify budget allocations.
Designing and implementing program evaluation by analyzing data and utilizing the findings to improve programs
Research skills with both quantitative and qualitative data.
Strong communication skills including clear and effective writing, editing, summarizing and synthesizing, analytical reading.
Preferred Qualifications
Organizational and management awareness and experience to initiate a variety of projects including strategic planning, conference planning, directing and or conducting evaluations.
Ability to work across multiple teams to train by identifying and employing appropriate process for training.
Ability to work with multiple teams to develop materials to convey complex principles to a diverse group of employees and participants.
Demonstrated leadership skills to effectively and positively motivate staff.
Variety of experiences working effectively with others from different backgrounds and cultures.
