The Strategic Excellence Manager for the Office of Inclusion Office of Inclusion / Minnesota Management and Budget (MMB) (mn.gov) (https://mn.gov/mmb/employee-relations/inclusion/) will provide implementation support related to enterprise equity and inclusion efforts, prioritizing projects related to the Office of Inclusion's strategic priorities, long-range priorities, and the One Minnesota Plan. This role will support Office of Inclusion leadership with the development and implementation of project plans and related tasks, including mapping out identified strategies, documenting, and managing related project scope, resources, constraints, and timelines, and drafting formal reports.

The Office of Inclusion is highly focused on implementing strategies that influence an equitable and inclusive internal workforce culture and employee experience from recruitment through retention. The position will help to expand the office’s capacity to advance equity and inclusion within the many state agencies, councils, and boards throughout the enterprise. This role will work closely with Office of Inclusion leadership, agency leaders and staff, and Governor’s Office staff to continue to prioritize the long-range plan and the office’s strategic priorities. The Strategic Excellence Manager will also plan and facilitate the One Minnesota Council meetings on behalf of the Office of Inclusion.

Responsibilities include:

  • Provide implementation support of projects and related activities to support enterprise equity and inclusion priorities and long-range plan outcomes.

  • Leverage and manage DEI leadership capacity across the enterprise to align equity and inclusion work at the agency level with enterprise long-range plan goals.

  • Consult and advise staff across the enterprise on equity and inclusion goals and priorities.

  • Provide administrative leadership and support to a council of enterprise executives including liaising, facilitating, planning, and providing project oversight on ongoing council activities.

  • Supervise the project coordinator.

  • Manage the status of project plans related to the Office of Inclusion Strategic Priorities and enterprise Long-range plan.

  • Draft the Long-range plan annual report and track progress toward goals and prepare quarterly reports on agency equity change plan progress for Office of Inclusion, Governor's Office, and MMB leadership.

Minimum Qualifications

  • Four (4) years of professional-level experience managing projects for complex organizational systems, change management, systems change, and/or continuous improvement.

  • Bachelor’s degree in Sociology, Business Management, Project Management, Public Administration, Communications, or a related field may substitute for 1 year of experience.

  • Master’s degree in Sociology, Business Management, Project Management, Public Administration, Communications, or a related field may substitute for 18 months of experience.

Experience must include:

Leadership: Demonstrated skills and experience to successfully lead and manage agencywide initiatives; ability to plan, organize, prioritize, coordinate, and implement agency objectives; and proven ability to think strategically and creatively around Equity, Diversity & Inclusion initiatives.

Project Management: Experience planning and managing projects for large and complex organizations. Experience designing, planning, and implementing organizational diversity and inclusion programs.

Communications/Human Relations: Superior oral and written skills to successfully interact, engage, and cultivate strong relationships and establish effective partnerships with the MMB Commissioner, agency Senior Leadership Team, Human Resources staff, employees, managers, and supervisors; ability to influence leaders and decision makers; facilitation, presentation and communication skills to discuss technical topics to non-technical audiences such as agency managers; and understanding of relationships to drive effective collaboration with peers and stakeholders.

Organizational Skills: Ability to manage several concurrent projects that might involve coordinating the work of multiple state agencies and Program and project management skills with a demonstrated ability to multi-task in a fast-paced environment.

Computer skills: Proficiency in the use of word processing, presentation, and spreadsheet software such as Word, PowerPoint, and Excel.

Preferred Qualifications

  • Two (2) years of professional level experience in advancing diversity, equity, inclusion and anti-racism initiatives within organizations, which can include cultural knowledge from lived experience, community involvement, and/or education in understanding the experiences of marginalized people.

  • PMP or similar project manager certification.

  • Strong experience and familiarity with project management software.

  • Experience planning and facilitating senior leadership meetings.

  • Experience supporting senior leadership.

  • Demonstrated strategic thinking and planning skills to achieve optimal productivity and results.

  • Basic understanding of the state’s Human Resources system, laws, rules, collective bargaining agreements, and policies and practices to carry out the functions required and resources available.
