Join our dynamic team at the Minnesota Department of Health (MDH), where your expertise in financial management meets our mission to protect, maintain, and improve the health of all Minnesotans! This position is responsible for coordinating statewide efforts to optimize federal funding capabilities within the agency.

Working as a Federal Investment Coordinator you will:

  • Forecast and track federal funding opportunities, ensuring conformance of federal spending against authorized amounts and expectations from Minnesota Management and Budget (MMB), and others within state administration.

  • Coordinate ongoing agency Legislative Advisory Commission (LAC) application process for federal funding and track approvals, while providing expertise to the agency and its stakeholders as it relates to this process .

  • Coordinate the agency’s annual Congressionally Directed Spending (CDS) process. Coordinate various ad hoc assignments related to federal activities.

  • Monitor budget and economic developments at the federal level to make short and long-term forecasts and will coordinate internally to determine impacts to department’s operations and public health programs.

This position may have the option of teleworking based on the business needs and manager discretion.

Minimum Qualifications

Four (4) years of financial management and reporting experience.

AND

Experience must include the following to be considered:

  • Developing plans to pursue funding opportunities, outlining necessary resources such as staff capacity, leadership support, and timelines.

  • Extracting and analyzing fiscal data to determine needs, risks, and opportunities, while then reporting those findings to interested parties.

  • Ability to use advanced Microsoft Excel features, such as pivot tables and formulas, to analyze and report data.

  • Project management skills, including the ability to develop work plans and effectively organize projects with others, establish goals and timelines, clarify mutual expectations, and evaluate results.

Minimum qualifications to be assessed during the interview process:

  • Human relations skills sufficient to maintain ongoing positive relationships with senior leadership, employees of the organization, and external stakeholders.

  • Strong verbal and written communication skills.

  • Leading in the management and analysis of the agency’s funding sources, while being able to present budget related material to senior leadership and external partners.

Preferred Qualifications

  • Knowledge of current best practices in federal funds implementation, federal government resources, and emerging opportunities for federal funding.

  • Coordination of the development and maintenance of processes related to state budgets.

  • Developing learning materials related to an agency’s application for funding.
