This position is being posted at three (3) job class levels: Staff Attorney 1, Staff Attorney 2, and Staff Attorney 3. Final job class will be determined based on successful applicant’s qualifications.

Hybrid work environment with potential for significant telework. Primary work location will be the Golden Rule Building in St. Paul.

Commerce's Legal Services unit provides advice and counsel on legal, regulatory, and policy matters related to the Department of Commerce, its leadership, and business units. This Associate Counsel position will primarily provide legal services to the Division of Energy Resources. The Division of Energy Resources includes residential affordability programs, equitable clean energy development, energy reliability & security, and regulatory analysis, oversight, and advocacy.

Minimum Qualifications

  • At least 2 - 4 years of legal experience in litigation and/or administrative law in a law firm, government agency, a court, or as in house counsel.

  • Staff Attorney 1 – 2 years’ legal experience in litigation and/or administrative law in a law firm, government agency, a court, or as in house counsel.

  • Staff Attorney 2 – 3 years’ legal experience in litigation and/or administrative law in a law firm, government agency, a court, or as in house counsel.

  • Staff Attorney 3 – 4 years’ legal experience in litigation and/or administrative law in a law firm, government agency, a court, or as in house counsel.

  • Active license in good standing to practice law in Minnesota.

  • Juris Doctorate from an accredited law school.

  • Effective verbal and written communication skills.

  • Ability to work collaboratively with a wide range of people, including technical and scientific staff, and the ability to understand technical information and data.

  • Experience in legal research methodology, legal writing, and legal procedure.

  • Experience drafting and editing legal memoranda, motions, or articles published in a legal journal.

Preferred Qualifications

  • Experience with the energy and telecom statutes and rules within Commerce's jurisdiction.

  • Experience with the Minnesota Government Data Practices Act and the Minnesota Administrative Procedure Act.

  • Experience or knowledge of the legislative process as well as developing, reviewing, and analyzing proposed legislation and legislative policy.

  • Litigation experience in state, federal, or administrative courts including conducting discovery, legal research and writing on complex regulatory issues, motion practice, and negotiating and settling disputes.

  • Experience with areas of law with intersecting state and federal regulations.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
