This position is located at Central Office in St. Paul and has the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office on occasion. State Aid’s current recommendation is to be in the office once a week.

The Special Programs/Project Development Engineer position in the Federal Aid section of the State Aid Division exists to oversee the federal discretionary grant program, including shepherding grant agreements through the review and approval process and guiding agencies through the regulations related to those grant programs. This position also oversees agreement projects including drafting agreements, reimburse bills, and to final out the projects upon completion. The position will assist Local public Agencies in development and processing local road, bridges, safety and enhancement projects that have been approved to use federal aid funding. This position will also review and approve environmental documentation and coordinate between local agencies and FHWA.

Minimum Qualifications

Licensure as a professional civil engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID). If obtaining licensure through comity (reciprocity), a practice pending letter from AELSLAGID must be provided to MnDOT HR prior to starting employment.

AND

Three years of experience as an Engineer Senior or equivalent that demonstrates:

  • Experience in project development and highway construction.

  • Experience with the Federal Aid project delivery process

  • Experience managing, organizing, and prioritizing multiple projects and tasks at the same time.

  • Experience working with diverse stakeholders with differing perspectives.

  • Proficiency in Microsoft Excel, Word, and PowerPoint.

Preferred Qualifications

  • Experience with Federal regulations related to non-traditional (non-construction) projects including procurement, force account, right of way, studies/engineering and public interest findings.
