The Results Management team conducts analysis and research that helps state and local partners make informed policy decisions to improve outcomes for people in Minnesota. As a Results Manager, you will have the opportunity to apply your leadership and analytical skills to support data-informed decision-making across the state. This position is responsible for leading the team’s efforts to increase the use of high-quality evidence and research in the policymaking and implementation process. It exists to oversee the design and management of complex analysis of publicly funded programs and to facilitate use of the findings from these evaluations by policymakers and practitioners. This includes determining overall objectives, priorities, and policies; determining, securing, and allocating human, financial, and other resources; and managing significant and involved relationships with governmental leaders. The findings from these studies inform the allocation of millions of dollars in federal, state, and local funding.
Minimum Qualifications
Bachelor‘s degree in economics, political science, public administration, business, planning or a related field and at least four (4) years of professional level experience which includes a minimum of one (1) year supervisory or management experience OR
At least five (5) years of professional level experience in program or policy analysis or a related field which includes a minimum of one (1) year supervisory or management experience.
A Master’s degree may substitute for 18 months of professional level experience.
Experience must include:
Experience with overseeing the design and implementation of complex and multi-faceted research studies that inform policy decisions.
Experience using performance management, measurement, and reporting approaches/methods (either with state agencies, local governments, states, the federal government, or in nonprofit or for-profit organizations) to impact program performance.
Demonstrated ability to build partnerships across organizations, levels of staff, and with external stakeholders to foster collaboration and build consensus.
Experience coordinating several simultaneous activities to meet organizational goals, including the ability to develop work plans and effectively organize projects with others, establish goals and timelines, clarify mutual expectations, and evaluate results.
Establishment of goals, objectives, and work plans and motivation of other team members and partners to carry them out.
Communications skills sufficient to mobilize action to achieve organizational goals, to coach and advise others, and to testify before legislative committees and at other public forums.
Human relations sufficient to tactfully give positive as well as problem-centered feedback to clients and other governmental officials that maintain effective working relationships, foster collaboration, and build consensus.
Racial and social equity experience and/or training along with a demonstrated ability, or growth capacity, to participate in conversations about race and equity, as well as identify opportunities to integrate equity initiatives into your work.
Preferred Qualifications
Master’s degree in a related field.
Experience using the Results-Based Accountability or other performance management framework.
Experience informing or otherwise participating in governmental budgeting, legislative processes, or state grantmaking.
Experience with group facilitation methods to convene large groups and foster collaboration.
Subject matter expertise in policies or administration of public program operations.
