This position is being posted at two (2) job class levels: PURA 3 and PURA 4. Final job class will be determined based on successful applicant’s qualifications. This posting will be used to fill up to three (3) vacancies.

Hybrid work environment with potential for significant telework. Primary work location will be the Golden Rule Building in St. Paul.

This position supports the Division of Energy Resources on energy planning and policy matters approved by the Minnesota Public Utilities Commission (PUC) including: integrated resource planning, integrated distribution planning, distributed solar generation, natural gas resource planning, rate apportionment and class cost of service studies, and associated modeling and forecasting. This position will conduct analyses, prepare reports,and defend the Department’s position on cost recovery methods/policies, energy conservation, resource planning, service policies, renewable energy, distributed generation, regional/federal activities, and other issues under the direction of a lead worker, project manager, or management.

Minimum Qualifications

PURA 3:

3 (three)* years of experience performing analysis, exercising judgment, and relying on knowledge finance, accounting, economic analysis, utility rate design/analysis, or energy regulation.

*A Bachelor’s degree in Accounting, Business, Finance, or related field is equivalent to one (1) year of experience. An Advanced degree in Accounting, Business, Finance, or related field is equivalent to eighteen (18) months of experience.

  • Experience writing formal reports for a range of audiences and stakeholders

  • Ability to effectively communicate

  • Experience writing and presenting recommendations to decision making bodies

  • Proficiency with Microsoft Outlook, Word, and Excel

PURA 4:

4 (four)* years of experience performing analysis, exercising judgment, and relying on knowledge finance, accounting, economic analysis, utility rate design/analysis, or energy regulation.

*A Bachelor’s degree in Accounting, Business, Finance, or related field is equivalent to one (1) year of experience. An Advanced degree in Accounting, Business, Finance, or related field is equivalent to eighteen (18) months of experience.

Preferred Qualifications

2 years' experience analyzing energy utility rate proposals, tariffs, or other policies, including sales forecasting, resource and distributed generation planning, modeling, and presenting recommendations to decision making bodies, experience in the regulated natural gas or electric utility industry.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
