This position serves as a technical expert and lead for cross-functional complex dockets and issues for staff in the Energy Planning, Policy, and Telecom unit and provides highly technical testimony and written documentation for the Department of Commerce on matters before the Minnesota Public Utilities Commission, Federal Energy Regulatory Commission (FERC), Midcontinent Independent System Operator (MISO), and/or the Minnesota Legislature. Coordinate consideration of complex issues among highly complex and often contested natural gas and electric utility proceedings, which may be in both state and federal jurisdictions. Serve as technical expert for the agency in one or more of the following areas: resource planning and acquisition; cost recovery methods/policies; implementation of emerging energy and capacity resources or policies; and regional/federal relations and activities. Provide technical guidance, direction and expertise to management and staff in these and other areas related to the most difficult and sensitive cases and dockets.

Minimum Qualifications

5 (five) years of experience performing analysis, exercising judgment, and relying on knowledge in the utility or economic modeling or forecasting.

OR

5 (five) years as a Public Utilities Rates Analyst 4.

A Bachelor’s degree in statistics, mathematics, public policy, law, or related field is equivalent to one (1) year of experience. An Advanced degree in statistics, mathematics, public policy, law, or related field is equivalent to eighteen (18) months of experience.

Applicants who meet the above education/experience requirement will be further evaluated based on the following:

  • Experience preparing recommendations to decision making bodies (boards, commissions, councils, etc.);

  • Experience training and coaching peers;

  • Skills in technical writing and project management;

  • Demonstrated proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and Teams.

Preferred Qualifications

Proficient with Python or similar programing languages.

Proficiency with managing large, complicated data sets.

Experience working with Trade Secret or non-public data.

Participation in contested case hearings and preparation of related testimony.

Experience with electric and natural gas Integrated Resource and Distribution Planning.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
