This position serves as the team lead for the Telecom unit and as a technical expert and lead for cross-functional complex dockets and issues related to the telecom industry. Provides highly technical testimony and written documentation for the Department of Commerce on matters before the Minnesota Public Utilities Commission, Federal Communications Commission, and/or the Minnesota Legislature. Serves as technical expert for the agency in one or more this lead worker maintains expertise in telephone rate and service regulation; conducts investigations of rate and service matters involving telecommunications providers; evaluates complex service area and eligible telecommunications carrier filings, tariff filings, and related service proposals of telecommunications providers; testifies in public hearings and contested cases; prepares cross-examination for other witnesses and assists legal counsel with relevant filings; conducts and directs specific issue research; testifies before the legislature; and, other related work as required.

Minimum Qualifications

5 (five) years of experience performing analysis, exercising judgment, and relying on knowledge in the telecom industry.

OR

5 (five) years as a Public Utilities Rates Analyst 4.

A Bachelor’s degree in Accounting, Business, Finance, Law, or related field is equivalent to one (1) year of experience. An Advanced degree in Accounting, Business, Finance, or related field is equivalent to eighteen (18) months of experience.

Applicants who meet the above education/experience requirement will be further evaluated based on the following:

  • Experience preparing recommendations to decision making bodies (boards, commissions, councils, etc.);

  • Experience training and coaching peers;

  • Skills in technical writing and project management;

  • Demonstrated proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and Teams.

Preferred Qualifications

Demonstrated Knowledge and Understanding with the following:

  • Participation in contested case hearings and preparation of related testimony;

  • Experience with consumer advocacy and resolving consumer complaints;

  • Experience working with Trade Secret or non-public data.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
