The Public Facilities Authority (PFA) is a small but mighty state agency. Since its inception in 1987, it has awarded over $6 billion to communities for their priority drinking water and wastewater infrastructure projects.
This position coordinates and has a high level of discretion in directing PFA staff with respect to program administration and implementation of policies and procedures. The Program Director ensures that community infrastructure projects proceed through due process of PFA analytical and fiscal reviews for appropriate consideration and application of state and federal program requirements. This position directs Senior Loan Officer caseloads and collaborates with PFA partner agencies to align and maximize investments of federal and state infrastructure financing programs.
Responsibilities of this position include, but are not limited to:
Coordinating and collaborating with internal and external clients
Ensuring compliance with all state and federal laws, rules, regulations, and program requirements
Engaging with leadership in the design and implementation of programs, policies, and procedures
Guiding staff in resolving particularly complex, unique, and/or precedent-setting issues, from research to resolution
Preparing official documents regarding program administration for presentation to the public
Supervising, coaching, and hiring direct reports
Representing the PFA at conferences and workshops
Serving as a primary contact for the federal Environmental Protection Agency (EPA)
This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.
This position will include occasional travel for trainings (in-state and out-of-state), conferences, and workshops.
Minimum Qualifications

Four (4) years of experience* in public sector financial management (e.g., municipal finance officer, loan officer, management analyst, state program administrator, project specialist)
*Bachelor’s degree in finance, accounting, public administration, engineering, or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience as a supervisor, team lead, lead worker, or program/project lead
Experience fostering trust, negotiating, and collaborating with a wide range of stakeholders and clients from local, state, and federal government and/or the private sector
Knowledge of public policy and administration principles sufficient to design, implement, and evaluate public program policies and procedures
Skill in written communication, including experience developing official documents (e.g., handbooks, policies, procedures) and reports
Ability to communicate and convey complex information simply and effectively
Preferred Qualifications
Master’s degree in finance, accounting, public administration, or other closely related field as determined by the agency
Experience in municipal finance including debt issuance and management, special assessments, audits, and financial statements
Experience in financial data analysis (including underwriting) and integrating fiscal analysis and tools with database systems and narratives
Experience in infrastructure loan and grant programs, including revolving loan funds
Experience in municipal operations including utility management, rate setting, asset management, and capital improvement planning
Ability to apply sound judgment and know when to inform agency leadership and seek advice in responding to difficult questions, assisting staff, or unique or complex projects and precedent-setting issues
