Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Professional Technical Contracts Coordinator in the newly centralized Procurement, Contracting and Grants Management Department. This position provides agency level coordination of contracting processes including the development, drafting, review, processing and oversight of professional technical solicitations, contracts, and Interagency Agreements. This position advises and provides oversight and direction to agency staff on procurement and contracting. It is also responsible for the development and implementation of related policies and procedures and providing training to agency staff.

Essential Job Duties

  • Lead and perform procurement, selection and contracting duties

  • Provide direction, guidance, tools and resources to agency staff during the procurement, selection and contracting phases for professional technical services to ensure all process, procedures and forms are properly implemented

  • Serve as an expert on effective and equitable procurement, professional technical services contracting processes, procedures, and requirements as set by state law, statutes, Executive Orders and agency policy to help ensure compliance

  • Assist agency staff throughout the contract lifecycle to address contract issues, contractor compliance and performance and provide solutions and directions to staff

  • Address equity in contracting and increase our utilization of Targeted Group, Economically Disadvantaged and Veteran-Owned vendors

  • Provide technical expertise and guidance to agency staff on professional technical services Requests for Proposals (RFP) and other solicitations

  • Provide direction, support and oversight to agency staff on drafting RFPs and other solicitations, including direct assistance with drafting documents if needed

  • Review Requests for Proposals and other solicitations to ensure compliance with State statutes, policies and procedures and Office of Equity in Procurement procedures

  • Provide support during the RFP and evaluation process to help ensure compliance, including conflict of interests and best value for the agency

  • Provide technical expertise and guidance to agency staff on professional technical contract drafting and execution

  • Provide direction, support and oversight to agency staff and contractors/vendors on drafting contracts, amendments and development of scope of work, deliverables and outcomes, including direct assistance with drafting documents if needed

  • Review professional technical services contracts and amendments, Annual Plan Agreements, Interagency Agreements and other related contracts to ensure compliance with State statutes, policies and procedures and Office of Equity in Procurement procedures

  • Ensure that proper due diligence is collected during the contracting process to help ensure compliance and timely execution of contracts

  • Develop and implement agency procurement and contracting policies and procedures to ensure compliance with all requirements

  • Lead the ongoing development and implementation of agency procurement and contracting procedures, processes and templates in accordance with regulations, statute, rules and policies for internal use

  • Train and educate agency staff on procurement and contracting policies, procedures and processes

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.   • Three (3) years of professional level experience in procurement, developing and evaluating solicitations and drafting contracts and contracts management.

  • A Bachelor’s degree in Business Administration, Public Policy or Administration, Federal Affairs or Project Management may substitute for one (1) year of professional experience OR a master’s degree in the above fields may substitute for eighteen (18) months.

  • Must currently have or will obtain Authority for Local Purchase (ALP) certification within 90 days of hire

  • Experience reading, comprehending and analyzing statutes, policies, procedures and guidelines in order to interpret and apply these to individual circumstances

  • Demonstrated knowledge of procurement and contracting principles and practices

  • Experience preparing or managing the Requests for Proposals (RFPs) or other solicitation processes

  • Experience procuring services including reviewing, interpreting and providing guidance on contracts

  • Communications skills sufficient to provide practical and digestible communications to a broad audience, including internal and external customers

  • Experience providing direction to staff that are not direct reports in a respectful and collaborative manner

  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s world view and that other world views exist

Preferred Qualifications

  • Experience with the SWIFT (State-Wide Integrated Financial Tools) system

  • Experience with public sector procurement and contracting processes

  • Knowledge of professional technical contracts, interagency agreements and other contracts

  • Knowledge of Minnesota Department of Administration’s Office of Procurement requirements, policies and procedures

  • Critical thinking skills and the ability to analyze complex information and issues

Physical Requirements
