This posting will be used to fill two Principal Planner positions.

These Principal Planner positions, as part of a new team focused on coordinating long-range planning across state government, will lead the development of statewide long-range plans on high-priority issues impacting the future of Minnesota, with an intentional focus on elevating the perspectives and participation of historically excluded and marginalized communities throughout the planning process. Issue areas could include, but are not limited to, climate resiliency and weather adaptation, rural economic development, economic mobility, workforce development, housing, and artificial intelligence.

The Principal Planners, each reporting up to a Planning Program Manager, are responsible for coordinating planning efforts on two (2) to three (3) inter-agency long-range planning efforts at a time. Responsibilities include:

  • Coordinate the state’s long-range planning efforts, overseeing the development of multiple, concurrent long-range plans. Serve as the project management lead for each long-range planning effort, including setting and adjusting strategy (i.e., goals and direction) as well as operations (i.e., ways of working and organizational routines for collaboration).

  • Develop the vision for the technical and analytical work needed to advance long-range planning efforts (e.g., scenario-planning, demographic modeling, economic analysis, and others) and garner the technical and analytical capacity needed including by direct contribution and by working with experts within and outside of state government.

  • Coordinate and contribute to the development of products and outputs from the long-range planning process (e.g., working with internal staff and vendors to produce long-range plans), and communication of those products and outputs (e.g., writing reports or hosting talks).

  • Develop and maintain relationships with key individuals and groups in order to move long-range planning initiatives forward, including technical experts and policy area experts within and outside of state government. Assemble and coordinate working groups of state leaders and staff (e.g., steering committees, advisory councils) to advance long-range planning efforts.

  • Provide ongoing input & feedback on the Long-Range Planning team’s goals, structure, and operations.

Minimum Qualifications

  • Four (4) years of professional level experience.

  • A Bachelor’s degree in public policy, public administration, urban planning, engineering, geography, economics, environmental sciences, journalism, or a related field may substitute for one (1) year of experience.

Work experience must include:

  • Demonstrated experience in at least one of the following areas of planning: long-range planning, comprehensive planning, community-based planning, strategic planning, land use planning, environmental planning, economic development, urban design, policy planning and/or other areas of planning and policy.

  • Demonstrated project and stakeholder management experience, including the ability to organize and execute work based on project goals, prioritize amidst competing interests, and effectively engage a variety of stakeholders to advance the work.

  • Experience advancing diversity, equity, and inclusion through professional work (e.g., leading projects that advance equity and center residents most impacted by policy decisions).

  • Highly effective written and verbal communication skills. Experience communicating with diverse groups and communities in a way that is clear, inclusive, and professional.

  • Ability to navigate ambiguity, including proactively anticipating barriers and adapting to overcome challenges, innovating, and designing with a user-focused mindset.

Preferred Qualifications

These positions require a high level of knowledge and skills related to planning and policy. Topics are varied but preferred qualifications include:

  • Advanced degree or certificate in urban planning, public policy, public administration, economics, geography, environmental sciences, journalism, law, engineering, or a related field.

  • Lived experience relevant for the work of long-range planning on key policy issues to improve the lives of Minnesotans. For example, personal, family, or community experiences related to key policy issues (such as climate resiliency, rural economic development, economic mobility, workforce development, housing, and racial or social justice).

  • Experience with public sector organizations, including policy development and program implementation.

  • Knowledge of Minnesota’s legislative process, state policies, procedures and practices, and research institution landscape.

  • Demonstrated leadership competencies, including:

  • Leading Self: Leading with integrity, discovering and pursuing growth opportunities, strategic thinking and emotional intelligence.

  • Leading Others: Building trusting relationships, coaching employees, fostering motivation, and influencing others.

  • Leading the Organization: Setting a vision, problem solving and goal setting methodologies.

  • Leading Outside the Organization: Working collaboratively and respectively with partners and centering residents’ experiences in communications.
