State of Minnesota Planning Director State - Emergency Manager in St. Paul, Minnesota

Job Summary Job Summary The Emergency Manager will lead and coordinate emergency readiness and response activities to help keep the Department of Human Services (DHS) and State of Minnesota resilient to emergencies and/or hazardous events. The position leads the development, coordination and implementation of the DHS All Hazards Emergency Response Plan and plays a key role with the offsite Emergency Response Plan for Nuclear Power Plants. The incumbent is a subject matter expert, ensuring support of Minnesota Emergency Operations Plan responsibilities and works closely with DHS Business Continuity and other agency programs by establishing priorities, developing goals, and implementing emergency response planning and training. This position requires operation of equipment as well as the use of basic hand tools. The incumbent must be able to work a flexible schedule to accommodate evening training, drills, exercises and to respond to emergencies. Traveling within the state may also be necessary, including occasional overnights. Qualifications Minimum Qualifications 3 years specialized professional experience in emergency response/emergency management Experience must demonstrate the following: * Providing training to adult learners or conducting public presentations * Lead and coordinate large complex projects * Certification as a Minnesota Emergency Manager or the ability to become certified within two (2) years; * Project management (program development, implementation, management, or evaluation) * Experience applying state and federal emergency planning requirements * Must have a valid driver’s license * Ability to maneuver 50 pounds with our without an accommodation * Ability to operate equipment such as a pickup truck and a vehicle lift with our without an accommodation * Must be able to work evenings in emergency situations to qualify for this position. Preferred Qualifications * Disaster Response Experience * Certification as a Minnesota Emergency Manager; * Experience with the Radiological Emergency Preparedness (REP) program; and * Experience working with Minnesota Voluntary Organizations Active in Disaster (MN VOAD).
