This position exists to manage the Pesticide Non-Point Section (Section) in the Pesticide and Fertilizer Management Division (PFMD) of the Minnesota Department of Agriculture (MDA). The purpose of the Section is to ensure that the use of a pesticide and pesticide treated seed will not cause unreasonable adverse effects on the environment or to human health or animals, and to register pesticide and fertilizer products. Section activities include: conducting special registration and technical reviews of pesticide products and active ingredients; analyzing water quality and other data on pesticide impacts to the environment; evaluating pesticide use strategies; developing voluntary and regulatory strategies to minimize impacts; developing voluntary Best Management Practices; developing product use and label requirements; developing protective measures for pollinators; developing and conducting education and outreach activities; representing MDA on pesticide issues with the media, legislature, government; agricultural community and other groups; and, developing, implementing and supporting regulatory activities.

This position is currently eligible for telework. Telework for MDA allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs. Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

A Master's degree in Agronomy, Entomology, Plant Pathology, Weed Science or in an agricultural, natural resources or environmental science or a closely related field.

Three years of work experience on or with the pesticides and pesticide use practices applicable to Minnesota.

Supervisory or managerial experience in a public agency working with pesticide registration or management, or on agricultural environmental or regulatory issues.

Experience and working knowledge of groundwater hydrogeology, surface water hydrology and surface and groundwater monitoring.

Excellent oral and written communication skills suitable for communications with widely diverse groups including farmers, scientists, and elected officials.

Superior organizational, leadership and problem-solving skills.

The ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment.

Preferred Qualifications

More than three (3) years of supervisory or managerial experience in a public agency working with pesticide registration or management, or on agricultural related environmental or regulatory issues.

Advanced coursework and extensive work experience assessing public health risk and ecotoxicology.

Knowledge of pesticides and their potential impacts on the human health and the environment.

Extensive experience with water monitoring programs and interpreting water monitoring data.

Detailed knowledge of agricultural related environmental issues in Minnesota.

Experience working with the media, legislature and agricultural community on highly visible and controversial issues.

Experience managing large projects and large budgets.
