In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. This position will move to DCYF in July of 2025.

This position is part of the payroll team which consists of functional experts who provide technical and administrative support to employees who work at the Department of Children, Youth, and Families (DCYF), ensuring employees accurately record time worked, leave taken, and that they are paid timely and accurately.
This position is also responsible for reviewing and processing reimbursement of claims submitted by DCYF employees for travel expenses incurred while on state business, ensuring reporting is in compliance with State of Minnesota, Minnesota Management and Budgets (MMB) and DCYF travel policies and procedures, as well as labor agreements and compensation plans.
Responsibilities include but may not be limited to:
Assist with the completion of bi-weekly payroll functions so that employees are accurately paid, and hours properly recorded in compliance with State and Federal laws, labor union contracts, Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), and other policies and procedures.
Process bi-weekly employee business expense claims, requests for temporary and/or annual travel advances and related settlements, ensuring reporting is in compliance with State of Minnesota (MMB) and DHS Travel policies and procedures, and the State’s labor agreements and compensation plans.
Provides technical advice in connection with MMB and DCYF’s Special Expense policy and procedures for employees requesting authorizations to register to attend training conferences, seminars, workshops, and educational courses, as well as guidance for ensuring payment of the same.
Perform duties such as duties auditing and reconciling payroll specific reports, updating and keeping Self Service security accurate, processing of FLSA specific adjustments, and payroll email box delegate.
Minimum Qualifications

Customer service experience working in a business-to-business environment sufficient to interact effectively with individuals having differing backgrounds to provide prompt, courteous and accurate information on the phone and through e-mail.
Data Entry skills to process a high volume of employee time records and expense reports in a timely, accurate manner, ensuring entry is completed by deadlines.
Database management skills sufficient to navigate and utilize multiple database systems, software applications and using multiple monitors.
Proficient with Microsoft Excel, Word, Outlook, and SharePoint skills.
Math skills sufficient to calculate review and reconcile financial data.
Preferred Qualifications
Knowledge of expenditures, budgets, cost accounting, and governmental accounting principles.
Effective written and oral communication skills.
State of MN Payroll Knowledge.
SEMA4 experience.
Prior Union Contract knowledge.
Variety of experiences working effectively with others from different backgrounds and cultures.
